Council to approve the ordinance mainly for safety reasons. Sandra Atkinson believes that maximum occupancy laws for churches is already on the books and feels it should be up to the churches and fire marshal to enforce the laws, and she feels this permitting process doubles a law already in effect. Virginia Barr, Executive Director of Mental Health Association of Okaloosa and Walton County, asked that Council reconsider the ordinance and consider the real issue to find a building or piece of property where a number of people can be safe and not just a few. Bill Patterson, 35 Anastasia, encouraged the ordinance be written as broad as possible but with safety in mind so churches do not have insurance problems if they serve as a cold night shelter. Pastor Martin Fancher of 7th Adventist Church, stated his church serves as a cold weather shelter and applauded the City for their efforts, but stated a more permanent solution is needed. There was no more public input. The City Manager stated he has heard all the comments and wanted to address some issues in closing. He advised this ordinance was initiated by Staff, informing that the Fire Marshall inspects shelters on his own accord and has been very helpful to them. The City Manager continued the laws on the books for churches are for an assembled use, not as a shelter, and that the intent of the City is safety and lowering the liability for both the City and churches. The City Manager reiterated there is no cost to the City for the permit, and the City is offering to train Page 9 City Council ofFort Walton Beach Regular Meeting Minutes February 11, 2014 volunteers to enforce codes, etc. City Staff will get with the churches and assist them to lay out their facilities in the safest way for the individivals they serve, and stressed the intentions of the ordinance are safety and lowering liability for both the City and the churches involved.
