The Mayor advised he had a brief discussion with a citizen regarding the status of the project. Tim Bolduc, Engineering /Utility Services Director, advised that since the meeting of January 28 was cancelled due to weather, proper announcement for a second public hearing was not done; therefore, it would be appropriate to hold another public hearing on February 25 if Council feels it is necessary. Mr. Bolduc discussed the proposed terms and conditions of the new Development Agreement including all previous development agreements, orders, and /or memorandum of agreements are null and void. Also, the proposed Agreement does not commit the City to purchase any parking spaces; rather, the Agreement proposes to transfer the adjacent City property to the Developer, who will then provide and make available 119 public parking spaces, which is the number of public parking spaces currently available on the City property. Also in the proposed Agreement there is no condominium arrangement. Bruce Thompson, aka Taxi Tom, urban camper, was advised that surrounding properties will be positively affected by the transfer of property and the parking garage will be the appropriate distance and meet proper setback requirements.
