ENGINEERING & UTILITY SERVICES
MEMORANDUM
Michael D. Beedie, City Manager
From:
Tim Bolduc, Engineering and Utilities Services Director
Date: February 25, 2014
Subject:
1889 Revises LDC to Amend Definition for Calculating Floor Area Ratio
1. BACKGROUND:
1. 1.
On March 27, 2012, City Council adopted Ordinance No. 1861, adopting the new Land
Development Code.
1. 2.
The City continues its efforts to keep the Land Development Code up to date and user -
friendly.
2. DISCUSSION:
2. 1.
Section 1. 08. 02 of the Land Development Code provides a list of definitions, including
a definition for Floor Area Ratio (F. A.R.).
2. 2.
The current definition for F.A.R. as defined in Section 1. 08. 02 is as follows:
2. 2. 1. A measure of intensity of development on a site. The floor area ratio is the
relationship between the total floor area of all buildings on a site and the gross
site area. The FAR is calculated by adding together the floor area of all floors
except mechanical areas and dividing this total by the gross site area.
2. 3.
The only exception to the floor area included in the calculation is floor area for
mechanical areas; however, parking areas also should not be included in the calculation
of floor area since parking is ancillary to the development similar to how mechanical
areas are ancillary to the development.
2. 4. The current definition also greatly limits the useable space on developments where a
parking garage would be needed. These limits are an unintended consequence that
could be detrimental to developments in districts where higher intensities were
envisioned.
2. 5.
Therefore, an amended definition of floor area ratio to add parking areas as an
exception in addition to mechanical areas is necessary.
3. FINANCIAL INFORMATION:
3. 1. There is no direct financial impact from this ordinance.
4. RECOMMENDATION:
4. 1. Staff respectfully recommends City Council approval of Ordinance No. 1889 to amend
the Land Development Code to amend the definition for floor area ratio.
