SUBJECT: Lease of Motor Graders - January 15, 2014 Delivery
DEPARTMENT: Public Works
BCC DISTRICT: 1 and 3
STATEMENT OF ISSUE: Execution of a lease contract with Cowin Equipment (formerly
ASC Volvo) via Kansas State Bank of Manhattan, is required for the delivery of the second set
of graders as a follow up to the Board's previous approval.
BACKGROUND: The BCC previously awarded the lease of 8 motor graders to Cowin
Equipment company (Pensacola, FL) as the low bidder. The lease contract and delivery of the
first 4 motor graders was executed as part of that award.
Public Works currently holds two leases with Cowin Equipment (formerly ASC Volvo) via
Kansas State Bank of Manhattan (4 units per lease). The second lease award is to be executed
for the remaining 4 units prior to the expiration of the prior lease (1/15/2014). The additional
four (4) units are budgeted in the FY 13/14 CIP budget.
OPTIONS: Approve or Reject
RECOMMENDATION: Staff recommends executing the lease to Cowin Equipment Company
for the remaining 4 motor graders.
