Mr. Norviel replied~ it has nothing to do with
Mr. Smithls fees. It has to do with public
records and a meeting of January 9, 1979. I
have several questions about the meeting of
January 9 and what has happened since then.
It has nothing to do with the PERC hearings
themselves or testimony there. It does have to
do with Mr. Rockls fees and a request for a fee
increase.
City Attorney said, there is a request from Mr.
Rock for payment of fees concerning the fire-
fighters union. There is a request for payment
of Mr. Brownls fees by the City of Fort Walton
I
Beach for the representation. These are both
issues pending before PERC and I do not think
it is proper at this time to go into them
until the ultimate determination is made.
At the advice of counsel, Mayor ruled Mr.
Norviel out of order.
Mr. Norviel said, I believe that you
canlt are
going to object something that happened
to
in your own meeting. You have a committee
j7L.. 3/ 14/ 79
formed that is supposed to look into this. I
am questioning the committee and the action of
the committee, and you are not going to let me
speak on it?
Mayor replied, that is why we have a very
UNIFORM BID"
qualified counsel to advise me on such matters,
and I would not violate his advice.

There was a difference of only $ 7. 32 between
both bidders. By accepting The Uniform Shop

Question was called for and motion carried
unanimously.
DON NORVIEL-- ATTORNEY Don Norviel said, under Old Business City
FEES Attorney said that if I had a question con-
cerning his fees I could discuss it. That
is what I would like to discuss at this time.
To date the City has spent $ 44, 720. 75 in
attorney fees for Mr. Rock and Mr. Dewrell.
We have tried to obtain bills from Mr. Smith
concerning union business and I know Mr. Smith
has been involved in several hearings, but we
havenlt been able to obtain a bill from him.
Mayor ruled Mr. Norviel out of order and
stated that he had reference to union and PERC
activities and Council is not going to listen
to that.
TRAFFIC IN DOWNTOWN Mr. Hunt brought up the problem of speeding
AREA traffic in the downtown area. He said that
he was in the downtown area recently and could
not believe the speed of the traffic. I saw
trucks doing SO mph. Isnlt there something
that we could do to slow that traffic down?
It is a hazard. Someone is going to get killed
there. I guess we are going to have to set a
police car down there with a radar gun. I
don' t think it is the local people, and I think
if the truck drivers know that we are going to
be enforcing the speed limit, they will slow
down. I think we could establish a reasonable
speed that would move the traffic but at the
same time make it safe.
Mr. Rigdon replied, we asked City Manager to ask
Chief Ray to get down there. If we tell Chief
Ray to stop them, he will stop them. But I
agree that we need to ask City Manager to tell
Chief Ray to patrol there.
Mr. Hunt said that maybe we could get a press
release out through public relations and get
some help from the
local newspapers and radio I
