RESOLUTION 2017 - ____ A RESOLUTION OF THE BOARD OF COMMISSIONERS OF OKALOOSA COUNTY, FLORIDA, TEMPORARILY SUSPENDING SECTION L, STEP 1.C OF THE PURCHASING MANUAL PROVISION; AUTHORIZING AND ESTABLISHING A STANDING SELECTION COMMITTEE TO ISSUE AND REVIEW ALL REQUESTS FOR PROPOSALS AND REQUESTS FOR QUALIFICATIONS; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Okaloosa County (the “County”) has adopted a Purchasing Manual governing all procurements made by the Board of County Commissioners (the “Board”) and its employees; and WHEREAS, pursuant to Section L., Step 1.C. of the Purchasing Manual, the Board has the authority to issue Requests for Proposals (“RFP”) and Requests for Qualifications (“RFQ”), to establish a selection committee, prioritize the contending firms and negotiate an agreement with the selected firm; WHEREAS, pursuant to 2 C.F.R. 200 all agreements which are funded by Federal monies must be updated on or before October 1, 2017 to ensure compliance with the updated Federal requirements; and WHEREAS, the County has determined that establishing a standing selection committee to issue all RFPs and RFQs, review responses to same, and update the Federally-funded agreements will help effectuate compliance with the requirements of 2 C.F.R. 200, promote efficiency, economy and fair and open competition, reduce the appearance and opportunity for favoritism, and increase public confidence that procurements are awarded equitably and economically; and WHEREAS, the County finds it is necessary to temporarily suspend the relevant provision of the Purchasing Manual accordingly. NOW THEREFORE, be it resolved by the Board of County Commissioners of Okaloosa County, Florida, as follows: Section 1. Incorporation of Recitals. The above recitals are true and correct and are incorporated herein. Section 2. Temporary Suspension of Section L., Step 1.C. of the Purchasing Manual. The Board hereby temporarily suspends Section L., Step 1.C of the Purchasing Manual until December 31, 2017. This section currently provides as follows:  STEP 1: The requesting department shall prepare an initial Executive Summary which: C. Seeks Board approval to issue “Requests for Proposals” and to establish a selection committee to review the proposals, prioritize the contending firms and negotiate an agreement with the selected firm. At its discretion, the Board may appoint themselves as the selection committee to review the proposals and prioritize the contending firms. Section 3. Establishment of a Standing Selection Committee. 1. The Board of County Commissioners hereby establishes a Standing Selection Committee whose function will be to: a. Review the scope of services for each RFP and RFQ prior to being advertised and make any necessary modifications; b. Authorize advertisement of the procurements; c. Review and rank submittals for final consideration by the Board; d. Review and recommend updates to all agreements that are reimbursed by Federal funds to ensure compliance with 2 C.F.R. 200. 2. At any time the Board deems appropriate, it may establish a separate selection committee to review particular procurements. Section 4. Effective Date.
