SUBJECT: Easter Sunrise Service 2013 Special Event Permit

STATEMENT OF ISSUE: The Lutheran Churches of the Emerald Coast are requesting the use
of John Beasley Park for Easter Sunrise Service.
BACKGROUND: County Ordinance #13-07 (regulation of county recreational areas, including
parks and beaches) addresses Special Events at county parks, beaches or recreational areas
within Okaloosa County.
A request has been received from the Good Shepherd Lutheran Church on behalf of The
Lutheran Churches of the Emerald Coast area for use of John Beasley Park for its 39th annual
Easter Sunrise Service on the beach. The service will be held on Sunday, March 31, 2013 at
6:00 a.m. Sponsors are requesting access at 4:30 a.m., worshipers should be clear by 7:00 a.m.
and clean up complete by 7:30 a.m. The use of electrical power for a sound system will be
provided at John Beasley Park.
They have requested a waiver of any Special Event Permit fees.
OPTIONS: Approve / Disapprove
RECOMMENDATIONS: Approve the request for a Special Event Permit and waiver of
permit fees.
