Old City Hall Property Discussion, 17 First Street SE
NBI Properties, Inc. and Staff will discuss the ongoing lease negotiations with the Arts & Design
Society for space at the Old City Hall facility located at 17 First Street SE and the required
repairs to bring the facility up to code to continue to allow lessees to occupy the space.
A lengthy discussion was held regarding the status of the Old City Hall Property located at 17
First Street SE.
Jamie Nabors of NBI Properties advised that the lease with the Arts and Design Society ( ADSO)
expired last year and that negotiations resulted in a five-year term beginning on February 1, 2015
and ending on September 30, 2020, with one five- year option and a base rent of $100. 00 per
month for the initial term.
However, due to the condition of the building, Mr. Nabors requested direction from Council on
how to proceed with the lease negotiations. The options available for discussion include
approving the necessary repairs and continue negotiations with ADSO on a lease that is closer to
market rate; negotiate a lease for the facility as- is; approve the necessary repairs and advertise
the facility for lease proposals; or reject the necessary repairs and close the facility.

repair the electrical service.
Further discussion included it would be Council' s decision whether to use any available CRA
funding to make the needed repairs; that the current tenants are excellent but that the concern is
unsafe conditions; and that if the City went out to bid for repairs it would be about 2 to 3 months
from the bid process to the beginning of any work.
Brandy Ferris, Finance Director, advised the purchasing policies and procedures does allow for a
bypass of the competitive bid process if there is an emergency.
Several representatives from ADSO,including Helen Harris, Vice- President, and Richard
Pollock of the Board of Directors, spoke of the importance of the organization to the community
and the hopes the building will remain open.
Bobby Nabors, Miracle Strip Parkway, stated although it is a city-owned facility it should be
treated the same as a private facility and be brought up to code or shut down.
