CERTIFICATES OF MERIT Mayor read the following recommendations
from Chief of Police, Tommy Ray, regarding
two young people who helped to identify
the man who robbed the Palm Theater:
I personally commend these two young adults--
Kim L' Abbe,who recognized a suspect from
a newspaper composite drawing and immediately
notified the police; and Adrian LaTrace,
who observed movements of a suspect and told
police of hiswhereabouts-- for their concern,
alertness, and willingness to become involved.
Without their assistance, there is a pos-
sibility the suspect would never have been
arrested. Their actions in this matter
certainly speak well for them and their
parents and I am sure the example set by
them will encourage other young people to
become more involved in their community.
I NOTICE OF PUBLIC HEARINGS
Chief of Police presented the certificates
to Kim L' Abbe and Adrian LaTrace.
Mayor welcomed all visitors and called for
any business which was not a part of the
regular agenda or committee recommendations.
Mr. Willis
McKnight, of the Elliotts Point
area, stated that he believes that the city
might need to institute some kind of system

where property owners are notified of actions
which might be of interest to them. He
stated that he would like to propose that
when boards and panels meet, if there is
someth. ingconce. rning cit zen.s and taxpayers,
that someone take time to write a letter
and deliver it to the homes.
Mr. Hill moved that a letter be sent to
every property owner. Motion was seconded.
Mayor asked Mr. Hill where he was going to
put a limit. Mayor asked City Manager what
the practice is at the present time.
City Manager replied that in advance of a
public hearing where rezoning, variance, or
setback request is to be acted upon, there
is a legal ad run in the newspaper prior
to the hearing. In addition, Council has
instructed that a hand notice be delivered
to residents within 500 feet or one block
of the property affected. The possibility
has also been discussed of erecting a sign
on the property itself saying that a public
hearing is to be held, the time, and place.
Mr. Hill withdrew his original motion and
moved that letters be sent to property
owners within one block of the property
affected. Also that be erected on
a sign
the property stating there will be a
that
public hearing. Motion was seconded by Mr.
Brock and carried unanimously.
MINUTES Mayor presented the minutes of the regular
meeting held September 24, 1974 for council' s
approval. Mr. Van Buskirk moved that the
