STATEMENT OF ISSUE: Public Works is requesting permission to issue an RFP for solid
waste collection and disposal services for residential and commercial customers in the existing
Franchised areas of unincorporated Okaloosa County.
BACKGROUND: In 2012 the Board of County Commissioners decided that it was in the best
interest of the county to competitively bid out the services currently provided by Waste
Management. In 2013 the Board, as required by law, also gave a three year notice of its intent to
establish a commercial franchise effective in 2016. The Board approved budgetary funding to
utilize the services of Kessler Consulting to prepare all necessary documentation for issuance of
an RFP for both residential and commercial collection and disposal services.
Those documents have been prepared and reviewed by appropriate staff and are attached for
review by the Board:

Following review of the documents by the Board of County Commissioners staff requests
permission to advertise RFP 071315 for Solid Waste Services. The current contract terminates
March 31, 2016 and advertisement is necessary to ensure continued service to the customers.
As instructed by the Board in the July 21 meeting staff has assembled additional information
related to commercial service in Okaloosa County, other flow control options, and the option of
solely a residential waste collection and disposal advertisement.
