less than $ 58. 00 per ton
Beat the price) but when advised part of the $ 58. 00 per
ton cost included $ 15. 00 for landfill closure, that
still would have to be paid by the City to the County
left him with a price to beat of $ 43. 00 ($ 58- 15= 43) per
ton, which he indicated he could not do; therefore no
proposal was submitted.
The reference to the Escambia County Landfill is based
on a price offered to the City three years ago. At that
time, he was negotiating with Escambia County and the
result was that they offered
disposal per price
a ton
slightly less than what it cost for
transportation/ disposal locally. The problem with the
Escambia County option at that time is that when we
included the transportation/ transfer price of the solid
waste to the Escambia County landfill, not to mention
closure cost obligations, that option resulted in a cost
prohibitive solution. The recent quote ( three years
old) obtained from an Escambia County employee, as
indicated, is not a current quote approved by management
and the Escambia County Commission. Therefore, " you
cannot take it to the bank." As for follow through, He
is not " playing dead" regarding the solid waste
problem. He has advised Council he wants to
redistribute the RFP, he is somewhat encouraged by the
news from Escambia County, but $ 37. 90 per ton plus
15. 00 closure costs leaves $ 5. 00 for
transportation/ transfer costs and at $ 1. 00 per mile, we
would never make it. Also, he has been involved with an
organization indicating they hold the lease to a
landfill in Alabama and are available to provide
transportation/ transfer and
disposal of our solid waste
at a cost less than currently paid to Okaloosa County.
He has briefed the Alabama contractor on the closure fee
obligation the City has regarding the $ 58. 00 per ton
price, and it is not what should be used for
I comparison.

CITY MANAGER ( CONT.) Overall, the 1991/ 92 General Fund Budget proposal is
truly a bare bones budget. He may be understating fuel,
oil, and maintenance costs. It is the type of budget
that Council must depend on the Manager and Staff. In
turn, Manager depend
