Consideration of authorizing a temporary position of Construction Project Manager to manage various proposed projects
including the new Clubhouse, Library and Police Station; and the Fire Station and City Hall renovations. The City Manager
explained the City is about to embark on an ambitious program of city improvements, and he believes the wisest and most cost
effective thing to do is bring on board a construction manager who would oversee the const.tuction projects. He proposes this
position to be temporary, and when all projects are completed, the position will be terminated. Discussion ensued regarding
hiring the individual on a contract basis as opposed to on staff: The City Manager stated he had considered hiring on a contract
basis, but that under the fair labor act the individual would still be considered a staff person. and it would be beneficial to hire
them on staff.
