BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 20, 2012 TO: Honorable Chairman and Members of the Board FROM: John Hofstad SUBJECT: Request for Stepping Stones at Surf Dweller Condo DEPARTMENT: Public Works BCC DISTRICT: 2 STATEMENT OF ISSUE: Jan Heisterman, owner of a unit within the Surf Dweller Condo, is requesting approval to reinstall 12” diameter stepping stones on County property on the south side of the Surf Dweller complex. The stepping stones were originally installed in 1983. BACKGROUND and ANALYSIS: The construction of the Surf Dweller complex was completed in 1983. Stepping stones were placed on County property south of the Surf Dweller’s property line by the contractor. The stepping stones provide unobstructed travel for the ground units to the beach walkover that goes to the beach. The stones were removed prior to Hurricane Opal in 1995 then replaced after the storm. The stones remained until removed for Hurricane Ivan in September 2004. The stones were replaced in April 2012. After replacement the Florida Department of Environmental Protection (FDEP) received a complaint and FDEP required the stones be removed. County staff discussed this matter with both Mrs. Heisterman and FDEP. FDEP recognizes that the area where the stepping stones are to be placed is on County property. FDEP requires approval by Okaloosa County and a written request submitted by the Surf Dweller Condo Association. Public Works provided a letter of approval to FDEP October 8, 2012 The request would then be reviewed by FDEP’s Office of General Counsel for approval. All information has been relayed to Mrs. Heisterman. To date FDEP has not received a request for the installation of the stepping stones from the Condo Association’s Board of Directors. RECOMMENDATION: Request Board direction should the FDEP approve the replacement of the stepping stones. RECOMMENDED BY: APPROVED BY: James D. Curry, County Administrator
