STATEMENT OF ISSUE: The Airports Department requests the Board of County
Commissioners approve the Raiser-DC, LLC Operating Agreement at the Destin - Fort Walton
Beach Airport.
BACKGROUND: Raiser-DC, LLC is a Transportation Network Company (TNC) and has
requested to operate at the Airport. A TNC is defined as an organization that provides pre-
arranged transportation services for compensation using a digital/online enabled platform to
connect passengers with drivers using the driver’s personal vehicle. TNC’s include companies
such as Lyft, Uber, UberX and Sidecar. TNC type companies are a highly demanded service by
airport passengers. Approximately seventy (70) percent of Florida Airports currently have
agreements in place to allow TNCs to operate, specifically for passenger pickups. Raiser-DC will
carry an Automobile Liability and Commercial General Liability Insurance umbrella policy for
One Million Dollars for each accident and third party bodily injury and property damage for their
drivers. Background checks will be required for their drivers to include seven year criminal
history checks in County courts, based on the results returned from their Social Security number
trace. The Airports staff has requested adoption of the amended Ground Transportation
Ordinance and Policy which will allow TNC companies to operate at the Airport only when an
operating agreement has been executed. The proposed TNC operating agreement start date is
October 1, 2016.
OPTIONS: Approve, Reject or Table.
RECOMMENDATIONS: It is Staff's recommendation that the Board approve Raiser-DC, LLC
Operating Agreement. This recommendation is contingent upon the adoption of the Ground
Transportation Ordinance and Policy.
