County' s population is wi thin the boundaries of Fort Walton Beach and
because more than l/ 5 of the County taxes are paid from within the City.

I
are enclosing our bill in the Civic Center SitesAppraisal. ' we
realize that the City probably, originally, anticipated this service
to be on a gratis basis, however as we advised you before starting
the work, we knew that the amount of time involved would be consider-
able, and that the work could not be done free of charge. We had no
162
way of estimating the exact amount of time that would be necessary
to complete the appraisal.
The appraisal has consumed the better part of five weeks work, in
addition to a considerable amount of clerical work, printing ex-
pense, and materials.
We have based the enclosed bill on a minimum fee for the services
rendered. II
