MINUTES OF SPECIAL MEETING OF CITY COUNCIL HELD
PRESENT: Mayor Hudson, Councilmen Pelham, Smith, Roberts!
Also City Manager, City Clerk and City Attorney.
ABSENT: Councilmen Pace and Long,
Mayor Hudson called the meeting to order at 7:0 P.M. Invocation was offered
by Councilman Cahalan.
Mayor Hudson, stating this special meeting had been called in order that Council
might review ordinances prior to codification, turned the meeting over to City
Manager who read the following report and recommendation signed by both the
City Attorney and City Manager:
"The undersigned persons having been delegated the duty of screening the
present ordinances and to make recommendations for pertinent changes for
codifications make the following recommendations as appear hereinafter.
Section 1 - Elections,
We recommend that Section 65 of the City Charter be changed by a request
through the legislative delegation at the earliest possible date and recommend
that in line three (3) the following words be eliminated "number of qualified
electors as possible" and that the following be substituted therefor
"population as practicable",
We further recommend that the administrative committee, with the advice,
where desired, of the City Manager and City Attorney, rewrite the entire
election laws giving special notice to the State Statutes in order that this
may be codified and made readily accessible to the general public of Fort
Walton Beach.
2. After further scrutiny of the rem&ining ordinances which are trans-
mitted herewith to the Council, we feel that our knowledge of the mimte
working of the various departments of the City is not sufficient for us to
re-write these ordinances without the advice of the department head involved,
We, therefore, recommend that an extension of time of two weeks be granted in
order that the City Manager, with the assistance of the City Atterney, where
desired, may hold hearings with the appropriate committee and the department
heads involved in order that a true factual situation may be ascertained in
order to draw proper codes therefor,
That upon such meetings the contracter for the codification be called in,
where desired, and upon final drafting that same be submitted to the City
Attorney for approval prior to printing thereof."
Mr. Balcer stated that following a close examination of the erdinances in
question, he felt it advisable to discuss various aspects of these ordinances
with his department heads hefore a final decision is reached, Mr. Stewart
concurs with Mr. Balcer, and feels that the various department heads and
committees should have an opportunity to discuss these matters, Both
Mr. Balcer and Mr. Stewart feel that an extension of two weeks would allow
time necessary for this discussion and subsequent recommendations.
