CITY OF FORT WALTON BEACH, FLORIDA
INTER- OFFICE MEMORANDUM
c
DATE: July 21, 1995
TO: Reid Silverboard, City Manager
J2~
FROM: Susanne Sims, Planner
b.~.
THROUGH: Leonard B. Mitchell, Director,
Planning and Zoning Department
SUBJECT: Fort Walton Beach Consolidated Plan for
1995- 2000
BACKGROUND:
The Consolidated Plan is a new process mandated by the U. S.
Department of Housing and Urban Development. The purpose of the
Plan is to consolidate the application, programming,
implementation and reporting processes for the following BUD
programs; Community Development Block Grant ( CDBG), HOME,
Emergency Shelter Grants ( ESG) and Housing Opportunities for
Persons with AIDS ( HOPWA). Although the City is only
i
administering one federal program, CDBG, we must still comply
with the provisions of the new process.
The Consolidated Plan contains the following three basic elements;
1. The Housing and Homeless Needs Assessment, which describes the
current conditions within the City regarding housing and the
homeless.
2. The Five Year Strategic Plan, which provides a five year plan
for addressing the needs identified within the Assessment section
of the Plan.
3. The Action Plan, which provides the proposed funding program
for the current year.
This new process replaces the previous CDBG application process
as well as the CHAS. The Consolidated Plan is a five year
document, similar to the CHAS. Each year, the City must submit
a proposed Action Plan which describes the proposed use of
funds. An annual performance report must also be submitted which
describes the progress the City has made in carrying out its
strategic plan and action plan. The annual performance report
will eventually replace the current annual Grantee Performance
Report ( GPR) .
0
In preparing the Consolidated Plan, staff followed the
r
requirements contained in 24 CFR Part 91, which is the final
rule for the Consolidated Plan submission requirements.
It should be noted that the Consolidated Plan is intended to
address a wide variety of initiatives funded by the HUD
programs noted above. There are many elements within the Plan
that are not applicable to the CDBG program. Further, there
are several programs that may be undertaken with CDBG funds,
such as Economic Development, but require a large entitlement and
staff to administer. Therefore, BUD does not anticipate that
an entitlement city of the size of Fort Walton Beach to undertake
the intensive housing and homeless programs identified in the
regulations.
In the preparation of the Consolidated Plan and the
current year
funding recommendation, staff held three ( 3) advertised public
meetings in order to obtain citizen input. A summary of the
draft Consolidated Plan was also published in the Northwest
Florida Daily News along with an invitation for citizen comment.
The funding recommendations were made with the assistance of a
Citizens Advisory Committee, who represent a cross section from
the neighborhoods within the CDBG Neighborhood strategy Area.
The entire Consolidated Plan is on file with the Planning and
Zoning Department and the City Clerk' s office.
DISCUSSION:
The five- year strategy plan within the Consolidated Plan
anticipates a continuance of the programs the City has funded in
the past. With the exception of the Residential Rehabilitation
program, funding has been targeted to the CDBG Neighborhood
Strategy Areas which are identified within the 1990 Census as
those areas with the greatest concentration of low/ moderate
income families. There are two Strategy Areas. The largest is
that area bordered by Eglin Parkway to the east, Beal Parkway
to the west, Santa Rosa Sound to the South and Hughes Street to
the north. The second area is located on the north side of
Lovejoy Road, to include all the properties within the City
limits.
Public facility improvements ( roads, sidewalks, water & sanitary
sewer improvements etc.) and Clearance activities are targeted in
this area in order to facilitate neighborhood revitalization and
to aid in the elimination of slum and blight.
Residential Rehabilitation assistance is available to all
low/ moderate income residents within the City.
Funding assistance to Public Service ( non- profit) organizations
is available city- wide provided that the program provides an
eligible service to low/ moderate income families.
2
o
Acquisition activities will be undertaken within the Target
r- Area. Along with providing affordable housing, this program will
aid in neighborhood revitalization and the elimination of slum
and blight.
The funding recommendation for Program Year 1995 ( Fiscal Year
1995/ 96) is attached.
The deadline
for the submission of the Plan to HUD is August
15, 1995. Prior to submission, the City Council must adopt or
pass an official act authorizing the following action:
1. Authorize the submission of the attached Consolidated Plan.
2. Authorize the City Manager to execute the Grant Agreement
following the approval of the City' s application.
The attached resolution from the City will provide official
authorization to submit the Plan.
RECOMMENDATION:
Adoptthe attached resolution authorizing the City to submit the
Consolidated Plan along with the Program Year 1995 ( Fiscal Year
1995/ 96) funding program.
