area. In addition, Fort Walton Beach is
geographically situated in the northwestern Florida
panhandle and is considered part of a tourist resort area known as the Emerald Coast. The local
tourist development council has provided statistical data, which indicates that
more than 4 million
tourists visit the Emerald Coast area of Florida
during the calendar year. The seasonal tourist
population has shown a steady increase over the past decade from 1. 34 million to over 4. 0 million.
A city managerlcity council form of local
government governs the City of Fort Walton Beach,
Florida.
The Police Department has divided the
city jurisdiction into three zones. The zones are designed
around computer incident reporting grids, based on
activity within the grids that comprise the
zones. The zones, while different in
geographical size, are nearly identical in numbers of activities.
In the months since Hurricane Katrina struck the Gulf Coast area in the
vicinity of Alabama,
Mississippi and Louisiana, the Fort Walton Beach area has experienced an increase in transient
populations. These populations consist of legitimate visitors as well as those
engaged in illegal
activities. The influx has brought with it an increase in
gang and drug activity, prostitution,
methamphetamine labs, and a general increase in petty crime. The Fort Walton Beach Police
Department' s Patrol Divisions have primary responsibility for investigation and suppression of the
above described crimes and activities.
They are assisted by the Investigations Division,
responsible for follow- up investigations of the most serious of the above, and the Street Crimes
Unit that conducts covert investigations of the illicit
drug trade and vice crimes. In addition, the
Community Policing Unit is tasked with devising long- range solutions to crime and quality of life
issues, such as these. Recent manpower
shortages have reduced the uncommitted time of all
sections of the department. Budget cuts and taxation issues have
reduced the available funds to
address these activities.
Project Summary

manpower to augment the normal operations of
the Department. This will enable surveillance of
specific locations and enforcement saturation of
areas of suspected
illegal activities associated with this grant. Intra- department intelligence will be
utilized by the four division commanders to
target

BUDGET CATEGORY JAG
Salaries and Benefits $ 15, 000.00
TOTAL 15.000. 00
SALARIES AND BENEFITS
The total budget of $15,000. 00 will be utilized to pay overtime necessary and reasonable for
proper and efficient project implementation. There are no costs for staff in the budget submitted.
There are no indirect costs.
The cost of the overtime hours is not an exact figure as it is not known at this time which officers
will be working the assignment. The Fort Walton Beach Police Department?s existing Extra- Duty
Assignment policy will be utilized to staff this grant assignment. The actual, total hourly cost will
vary slightly with each day depending on the hourly wage paid to each officer participating. For
cost projection purposes. an assumption will be made that a majority of the officers working the
detail will be junior officers from the Patrol Divisions. Using a five-year officer? s rate of pay. an
overtime rate ( one and one- half times the officer'
s normal rate of pay) of $28/hour (including SOC)
has been calculated and utilized to project the grant cost. Approximately 535 days will be worked
on the grant assignments. The actual hours that will be worked during the grant period will be
adjusted to keep the budget within the allotted funds.
