Council may, consistent with the procedures described herein, appoint such special committees of Council as are required for the proper disposition of Council' s function in the City government. te1-( b) Members; Terms. Each Council committee shall be composed of three Council members and the Mayor Pro- Tem and shall be appointed for a term of one year, from July 1 to June 30. td1-( c) Appointment; Election.
