6. Job Card fee.
A job card fee has been charged at one dollar ($ 1.00) each to cover the cost of this special
waterproof paper and printing. The paper cost is $ 1, 000 for 750 cards, which are utilized to
display the building permit and inspection list on the job site, usually outside.
7. CRA site plan review fees.
New fees for site plan review for development within the Community Redevelopment Area have
been established to off-set costs for staff time and processing of these applications. Note that
these new fees are not a part of the Building Division and a separate revenue account has been
established to collect these funds. The new fees are shown on page 5 of the attached fee
schedule. The CRA site plan review fee is $460. 00 which includes the $ 110.00 DRC review fee.
Additional fees include a $ 250.00 fee to amend an approved site plan, a $ 150. 00 fee for an

The increased permit fees with the inclusion of cost based adjustments and the new processing fee should
keep the division operating in the black. The city' s fee schedule would be similar to Okaloosa County
and the City of Destin.
Cban2es to Buildin2 Permit Process
This year the Zoning and Building Division has made a number of changes in an effort to improve both
the internal and customer building permitting and inspection process. Below is an outline ofthe changes
that have been implemented.
1. Foundation Survey required per Ordinance 1719:
A special purpose as- built foundation survey is now required within 21 calendar days of the
foundation inspection. The Building Official has 7 days to review and comment on the survey.
Failure to provide the as- built foundation surveyor failure to make necessary corrections would
invoke a stop work order for the development. All vertical inspections would cease and all work
commenced after the foundation inspection will be at the permit holder' s risk. A final as- built
survey will continue to be required prior to the issuance of a certificate of occupancy.
2. HTE building program enhanced:
a. Required re- inspection fees are entered into the subject building permit file and the next
inspection request ( and result) can not be entered until the fee is paid.
b. -Inspections required for each building permit type has been updated per Florida Building
Code.
c. Inspections have to be conducted in the order required. The results of the next inspection
cannot be entered unless the previous inspection( s) are complete. The results of an inspection
cannot be entered in the computer prior to the inspections that are required to be completed
before it is approved. Thus the computer system now requires inspections to be conducted
in sequence. This is a double check to ensure that the all inspections occur in sequence and if
an inspection is denied, future inspections cannot occur.
3. The Development Review Committee (DRC) enhancements:
a. The DRC meets weekly to discuss scheduled projects requiring DRC review and to review
active projects.
b. The members ofDRC entered their review comments into the computer in the U Drive for the
specific project. The Zoning and Building Division has immediate access to the comments of
each member and the members can review the comments of other members as necessary.
c. DRC review comments are combined into one package and delivered to project manager by
the Z & B Supervisor.
4. Internal enhancements:
a. A Project Board has been developed on which all major projects in the permitting process
are listed with their The Board is located in the Zoning and Building Inspection
status.
office. This provides easy access to the status of each major permit as it goes through the
review and revision process, who is actively reviewing plans.
b. Filing system enhanced to ensure that each building permit ready to be issued (upon payment),
Page 3 of 4
in the review process or issued and active is easily accessible. Permits are filed in separate
locations depending on their stage in the process. A large new file cabinet built specifically
for building plans was added to the Zoning and Building Division in order to accomplish the
new filing process. Additional plan storage file is needed to organize the rolled plans within
the office.
c. Each building application file has a Tracking sheet which must be signed by each Department
required to review the plans.
d. Plans are stamped with the date received, including responses to comments, revisions, or new
information.
e. Asign out sheet is required to be signed with the time and date if a plan file/plans are removed
rrom the Zoning and Building Division.
5. Florida Building Code Checklists:
Checklists have been developed for the review of construction plans in order to ensure
compliance with the Florida Building Code:
6. Development Flow Chart:
A detailed flow chart depicting the major development building permit approval process has been
created for use by developers with projects under review ( see attached).
