Dr. Pullen stated he consulted with an
attorney who advised it is not necessary to include the cardinal change
order in the motion.
Dr. Pullen moved to change the location of the library from 185 Miracle

first choice is north of the City Hall. Mr. Tucker seconded motion.
Mr. Kelley called a point of order and stated this is a motion to relocate and this is
again revisiting a motion that

The Mayor requested Council make the ruling on the point of order with a
yes vote that it is an invalid motion
or with a no vote that it is a valid motion.
Vote on the point of order that it is an invalid motion carried by a vote of 4 to 3 with Carnathan,
