Mr. Davis said a majority of work
I to be done was on the financing and the city getting the agreements ready.
Mr. Stacy said he believed that this was to have been done 2 months ago
and that he did not think the city was in position to finance aocontract
with anyone.
Mr. Roberts asked Mr.
Prescott if he would be willing to put in curbs
and gutters for around $ 1. 45 per foot. Mr. Prescott replied that if
he was assured of. the job he would make a firm price on curbs and
0
gutters of $ 1. 45 per lineal ft. on concrete curbs and gutters but that
he had told Mr. Davis that he could not sign a contract tonight.
A motion was made by Mr. Bass that the City participate in the project
of Be~~ Subdivisiqo by. passing a Resolution to assess the property
r
owners for curbs and gutters on the streets that do not come under
the J.ate Resolution which requires curbs and gutters on all project
streets, the resolution also to provide that the City will collect the
assessments and reimburse Mr. Davis for such curbs and gutters up to
a cost of $ 1. 45 per ft., and that the City Manager be instructed to
have the necessary Resolution prepared. The motion ' MaS seoonded by
Mr. Roberts. Vote aye, unanimous.
Mr. Boles of the Junior Chamber of Commerce told the Council of the
Billy. Bowlegs Festival sponsored by the JC' s on Labor Day. He told
I the Council that after balancing their books they were still short;
that they had lost money , on the projec.
t. He said the JC' s would
like the city to set aside, if they could, tor the year 1956 - 57, a
sum of money that CQuld be used and that they could be assured of, by
which they could plan next year' s program which they are planning to
make into a 3 day festival rather than 1 day. He said he was the Civic
Affairs Chairman and pad been asked by the Club to make this request.
He told the Council that the JC' s were giving advertising that cannot
be bought. He said we were getting a lot from the Chamber of Commerce
program of advertising but that this is advertising what we are and vaat
we can offer at a time when
people are ready to celebrate. He said he
thought this coming year, with the plans starting a. early as they are,
they are going. to turn out something this part of Florida and the South
will know about, but that it would be important that they have some pro-
mise of financing which they can depend upon in order to make ] a rger
plans. Mr. Wayne Bell reidnded the Council that last year the Council
underwrdlte $ 300 which the JC' s returned. Mr. Bass said he thought they
had done a fine job. Mr. Charlie Stewart told the Council that there
had been much favorable talk of the festival and that he had talked with
others a.p.d he thought the next festival would be a big celebration and
that 11 organizations were going out 100%. He said the City Council was
called upon from time to time to give donations and he thought that if
the city felt they could undertake the obligation he did not think they
would lose. mo~ ey. He said if the City would take on the obligation he
would try to see that the city doesn' t have to spend anything. Mr. Bass
I said he did, not think they would have to set an amount this early. Mr
Stacy asked Mr. Boles if they wanted the BitT to more or less underwrite
the celebration. Mr. Boles replied that all help would be appreciated
16
but they would like to have some figure on which they can plan to spend.
He said they had planned to a sk for $ 2000 but that they would like to
have one figure that they could plan on. He said they would use the
money and use it well if they could plan on it and that the celebration
would depend upon what they can get to spend. He said if the city did
not want to pledge a specific amount then they would want them to under-
write it. He told the Council that this year they used all the money
they had in the treasury and are in the hole. He added they- thought
that on next years' celebration they would try to leave the treasury as
it is and use other monies for the celebration. Mr. Stacy asked how ~ hey
came out on the dance. Mr. Boles ~ ep1ied that. overa11 they lost about
lOO and that they had about $ 300 in the treasury. Mr. Stacy told Mr.
Boles that they did not have all of the Council present and that they
would lilf;e to take the request under advisement but that he did not
think the Council would have any objections. Mr. Bass said he thought
the City should, at a later date when they have a definite figure, under-
wri te the celebration and then give a donation. Mr. Stacy told Mr. Boles
they would like to have an estimate of the expenses and an estimate of
the receipts and added that he thought they should prepare a budget.
Mr. Tom Patrick asked for permission to do TV and radio repair in his
garage, which is in an R- lA area. Mr. Stewart asked if he planned to
put up a sign. Mr. Patrick replied that he did not, that he was
closing his shop and going out of the sales business completely and
planned to do repair work mostly in the customers homes but that 25%
of the work would have to be done in a seperate shop and this he planned
to do at home in his garage and there would be no point in advertis-
ing with sign. a Mr. Patrick was instructed to get a petition signed
by the people living wi thin 500 f.t. of his home.
No action was taken on the service station ordinanee.
The appointed committee recommended that the Council not sign the state
road, resolution and it was turned over to Mr. Fleet.
There was no report on the Fire Prevention Code.
The City Clerk J3.sked who was to pay for the engineering work on the sub-
divisions, the planner or the city. He told the Council that the city
had received bills for the design on sewer and water lines. Mr. Bass said
the city had atrJted. to pay. The Clerk read the bills and it was decided
to wait until Mr. Earley was present to take action.
The following telegram wa. then read:
