The PGMS has its own vast inventory of specialized diamond slab saws, diamond trim

All class room instruction is donated to PGMS and dues paying members. Our
Southeastern Federation of Lapidary Arts provides liability insurance covering use of our
equipment and field trips as funded by the PGMS.
In summary, the PGMS offers a great low cost activity keeping the City occupants active
and engaged in the lapidary sciences that provides hours of enjoyment, an outlet for
artistry, and continued education for both youth and seniors at a low cost. There is no
other commercial or non -commercial organization in Fort Walton Beach that provides
lapidary facilities to the community.

such as Wm Holland School of Lapidary Arts in Young Harris, GA to get the training we
have available here in Fort Walton Beach and the members have access to the equipment
after their initial training. The PGMS acts as a responsible custodian to maintain the
property as evidenced by our present lease issued in 1999 and the addition of central air
conditioning, interior painting, new roof on storage shed, new handicapped toilet and
flooring in the bathroom, window replacement after vandalism, steel doors for security,
added security fence to keep vagrants from living between this building and old water
reservoir, and security motion sensor light at door entrance.
The PGMS has experienced membership growth during a time when most organizations
have declining membership as the community realizes the value and quality ofthe
instruction and use ofequipment provided by the Playground Gem and Mineral Society.

For Your Information
There are two guidelines the City Council will follow when making legislative findings to permit
the long tern use of public property.
A. Is the use to be provided on the property essential to the health, morals, safety, protection or
welfare of the City?
Or
B. Is the use to be provided on the property related to the health, morals, safety, protection or
welfare of the City?
If Al then it could be a tax exempt, gratuitous lease, if also:
1. Leaseholder is a not -for -profit corporation;
2. Corporation has no stockholders;
3. Profits accrue; to the benefit of the public;
4. Services may,be restricted to specific groups.
If B. then the ( -ity Council has more discretion to determine the value for the lease.
In either situation the City Council will make legislative findings regarding:
1. The City' s future use for the property;
2. Why the property should not be disposed of by sale and placed on the tax rolls;
3. Who will benefit from the services provided on the property;
4. What benefit the City may receive from the service provided on the property;
5. If an essential service why the City cannot provide said service;
6. Other findings that support the provision of services, type of lease, benefits to City
residents, etc.

Florida is particularly devoid of stones, fossils, and minerals except for sand and coral.
The PGMS allows those interested in lapidary arts to participate hands -on in an
interesting activity that usually converts even the beginner to a Rock -Hound.
The welfare of the community is greatly enhanced by the local membership of our 44
persons who have an interest in the lapidary arts including activities, monthly meetings,
and weekly training that has included: 1. fabrication of precious and semi- precious stone
