Synopsis: As approved by Council on June 23rd, 2009; this budget amendment records the revenue and expense Agenda Item Number: 33 CITY OF FORT WALTON BEACH MEMORANDUM To: Robert T. Mearns, City Manager From: Michael D. Beedie, P. E., City Engineer Date: October 5, 2009 Subject: Resolution 2009 -41 - Local Agency Program Agreements for American Recovery and Reinvestment Act of 2009 Funding for Resurfacing Projects 1. BACKGROUND: 1. 1 In February 2009, the President of the United States signed the American Recovery and Reinvestment Act ( ARRA) of 2009, which included funding for transportation infrastructure through the Federal Highway Administration ( FHWA). In the State of Florida, the ARRAfunds are administered through the Florida Department of Transportation ( FDOT) through the Local Agency Program ( LAP). Through the ARRA, the State of Florida received approximately $ 1. 35 billion to fund " shovel ready" highway and bridge infrastructure projects. 1. 2 The FDOT contacted the City of Fort Walton Beach in early February 2009 to discuss the possibility of funding roadway resurfacing projects through the ARRA. The roadways that are eligible for the ARRA funding were required to be on the Federal Aid Road System, which the City had a total of twelve ( 12) roadway segments. City staff prioritized the twelve ( 12) roadway segments based on a Pavement Assessment Condition report that was completed by the Engineering Division to rank road segments by pavement condition through the MicroPaver software program. 1. 3 The FDOT consolidated the prioritized projects from the City and other municipalities and counties in the local area and allowed the local Transportation Planning Organizations ( TPO) to determine the final rankings of the projects. The Okaloosa- Walton TPO included five ( 5) of the City roadway segments in the final submittal to FDOT and the FHWA: 1. 3. 1 Country Club Avenue ( from Mooney Road to Mooney Road) 1. 3. 2 Memorial Parkway NW (from Hollywood Boulevard to Beal Parkway) 1. 3. 3 Wright Parkway SW (from Miracle Strip Parkway to Hollywood Boulevard) 1. 3. 4 Bay Drive SE ( from Brooks Street to Hollywood Boulevard) 1. 3. 5 Yacht Club Drive (from Beal Parkway to Eglin Parkway) 41- 2. DISCUSSION: 2. 1 City Council approved the execution of the Local Agency Program agreements at the June 23, 2009) City Council meeting. Upon receiving the Notice to Proceed from the FDOT for the resurfacing of five ( 5) roadway segments, City staff issued Request for Proposal ( RFP) packages to procure design / build firms to complete the projects. The total amount of approved funding for the five ( 5) roadway segments is $ 1, 607, 246. It was determined that the five ( 5) roadway segments would be consolidated into three ( 3) projects to reduce the number of RFP packages required. The three ( 3) project groups are as follows: 2. 1. 1 Yacht Club Drive and Memorial Parkway NW - $726, 114 2. 1. 2 Country Club Avenue - $ 448, 334 2. 1. 3 Wright Parkway SW and Bay Drive SE - $ 432, 798 2. 2 Proposals were received for the three project groups on September 30, 2009, and Staff is currently evaluating the proposals to determine the highest -ranked design/ build contractor for each project. The recommendation for award of the three projects will be brought to City Council at a later date. 2. 3 Now that the proposals have been received and the projects will be awarded in the FY 2009 -10 budget cycle, the next step in the process is to complete a budget amendment to accept the AREA funding in the amount of $ 1, 607, 246. Resolution 2009 -41 has been drafted to complete the budget amendment accepting the ARRA funding. 3. FINANCIAL INFORMATION: 3. 1 The total amount of funding received through the American Recovery and Reinvestment Act of 2009 for the three ( 3) projects is $ 1, 607, 246. The funding is 100 percent grant funding, so no match is required by the City. Now that the Notice to Proceed has been issued and the proposals received for each project, a budget amendment is necessary via resolution to accept the funding and account for the grant funds in the FY 2009 -10 budget. 3. 2 The $ 1, 607, 246 will be placed in Revenue Account No. 001- 1581- 331- 3900 and all expenses for these projects will use Expense Account No. 001- 1581- 541- 6351. 4. RECOM]WENDATION: 4. 1 Staff requests City Council approval of Resolution 2009 -41 accepting the funding through the Federal Highway Administration as part of the American Recovery and Reinvestment Act of 2009 in the amount of $ 1, 607, 246 for the resurfacing of five roadways in the local area. The resolution also authorizes the City Manager to execute all documents necessary to complete the projects, authorizes the City Engineer to oversee the projects, and authorizes a budget amendment to accept the grant funding. 42- I RESOLUTION 2009 -41 2 3 4 A RESOLUTION OF THE CITY OF FORT WALTON BEACH, 5 FLORIDA, ACCEPTING FUNDING THROUGH THE FEDERAL 6 HIGHWAY ADMINISTRATION FOR ROAD RESURFACING; 7 AUTHORIZING THE CITY MANAGER TO EXECUTE ALL 8 DOCUMENTS NECESSARY TO COMPLETE THE INITIATIVE; 9 AUTHORIZING THE CITY ENGINEER TO OVERSEE THE 10 PROJECT; AUTHORIZING A BUDGET AMENDMENT; AND 11 SETTING AN EFFECTIVE DATE. 12 13 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT "WALTON 14 BEACH, FLORIDA AS FOLLOWS: 15 16 The FederalHighway Administration through the American Recovery and 17 Reinvestment Act of 2009 provides funding for road resurfacing through the Florida 18 Department of Transportation.
