Recommends City Council authorization for the Mayor to execute a lease agreement for the
abandoned WWTP property at 1564 Percy Coleman Road with Community Solutions of the
Emerald Coast, Inc. for a Community Resource Center & Shelter.
The City Manager advised that in August of 2014 the City Council approved, in principle, the
terms of a lease agreement with Community Solutions of the Emerald Coast, Inc, to utilize city-
owned property at 1564 Percy Coleman Road for the development of the Resource Center. The
City Manager continued that Community Solutions has secured approximately $200, 000 to begin
the development of Phase I of the Center and a lease agreement can now be executed. However,
certain terms of the lease agreement have been revised because of the
funding source. These
terms include a minimum of a 15- year commitment to utilize the property for a shelter and

transitional housing; a re- opener clause has been added to negotiate the lease after 5 years; and
language in Section 16 of the lease agreement was added to comply with Florida Statutes.
The proposed lease fee is $
1. 00 per month for up to 5 years to allow for the development of the
Resource Center.
The City is currently responsible for all costs associated with utilities,
maintenance, and upkeep of the property. Any lease agreement for this property would eliminate
all financial obligations the City currently has on this property.
Ted Corcoran, speaking on behalf of Community Solutions, discussed the issue of homelessness
in the area and the importance of a homeless shelter, and that the City Council is being proactive
in the homeless issue.
Yvonne Franklin, Cold Night Coordinator, thanked everyone who was responsible in getting this
shelter.
Mitch Mongell, CEO of Fort Walton Beach Medical Center and leader of the Community
Solutions of the Emerald Coast, Inc, discussed an individual who has applied for a position with
Community Solutions.
The vote on the motion to authorize the Mayor to execute a lease agreement with
Community Solutions of the Emerald Coast, Inc to lease up to eight (8) acres of City-owned
property at 1564 Percy Coleman Road for development of a Community Resource Center
and Shelter carried unanimously.
