budget Also discussed was the in- kind services, land, and payment by the City of the utility bills for last year' s event. The Mayor called for the vote on the motion and it carried by a vote of 6 to 1 with Holmes, Patterson, Tucker, Pullen, Covey, and Anderson in favor and Campbell opposed. RATIFY UTILITY EASEMENT. 10 CAPE DRIVE NW Consideration of a request to ratify the addition of a utility easement to the Final Plat for Cook and Watts Subdivision, located at 10 Cape Drive NW, a replat of a portion of a platted lot in the Oakland Addition to Fort Walton Beach Subdivision to 2 lots, for the purpose of the transfer of ownership, as requested by owner Zeb Watts. Note: City Council first approved the final plat on e October 26, 2004. The City Attorney announced a quasi-judicial proceeding and advised that Mr. Mitchell was previously sworn in. 108 2/22/ 05 UTILITY EASEMENT ( CONTI Mr. Mitchell explained the Final Plat for the subdivision was approved by Council in October. However, a utility easement to Gulf Power for a utility pole and guy anchor wires was discovered during the title search, and the City Attorney rendered the opinion that the change to the plat needed to be ratified by both the MPB and Council prior to the signatures of the Mayor and City administrators. Mr. Mitchell also advised the City' s Engineering Division finds that the anchor and guy easement has no affect on the plat approval. The Staff Report was entered and accepted into the record. Mr. Tucker moved to ratify the addition of a utility easement to the Final Plat for Cook and Watts Subdivision, located at 10 Cape Drive NW. Mr. Campbell seconded motion and it carried unanimously with Holmes, Patterson, Campbell, Tucker, Pullen, Covey, and Anderson in favor. CODIFICATION UPDATE BY CITY ATTORNEY Presentation of a report by the City Attorney on Phase I of Codification Update and Re-codification P~ ed . The City Attorney explained that Phase I of the codification update began on January 3, 2005, with Phase II beginning February 14, 2005 and is scheduled to conclude with the presentation of a draft manuscript of the recommended updated Code on March 29, 2005. If the recommended changes areaccepted by Council at that time, the City Attorney estimates that it will take until the end of September 2005 to completely adopt all recommended changes. Council expressed their appreciation. to the City Attorney for undertaking this large and time- consuming task. e CRA APPOINTMENT Consideration of an appointment to the Community Redevelopment Agency Board Mr. Tucker moved to appoint Bonnie Nabors, 17 Longwood Drive, Shalimar, to the CRA Board of Commissioners for a four-year term until February 21, 2009. Mr. Covey seconded motion and it carried unanimously with Holmes, Patterson, Campbell, Tucker, Pullen, Covey, and Anderson in favor. MAYOR/COUNCIL ANNOUNCEMENTS Mr. Patterson discussed a mooring field and was informed it is included in the water's edge master plan; Mr. Tucker urged the citizens to vote as election night is two weeks away; Mr. Covey commented on the recent vandalism at the cemetery; Mr. Anderson discussed the Quality, Cities magazine and noted that because of the efforts of the Mayor, the issue of social security numbers is high on the priority list with the Florida League of Cities. CITY MANAGER. ANNOUNCEMENTS The City Manager announced the three candidate forums; the City election on March 8, 2005; the Black History seminar on February 25; the Art Show at the Senior Center; and the Pancake Breakfast on February 26 at Magnolia Grill. March 8, 2005 Consent Agenda Request authorization to redirect CIP expenditures for Water Quality Initiative to delineate watersheds and conduct stormwater monitoring. e Council Action 1st 2nd Vote: Agenda Item Number: CA- 2 e CITY OF FORT WALTON BEACH e MEMORANDUM To: Joyce Shanahan, City Manager From: John Hofstad, Assistant Public Works Director Through: Thomas Murray, Public Works Director Date: February 28, 2005 Subject: ' CD 2003- 29, Equipment/ Software Needs for Environmental Specialist Background: As you are aware, the City hired Mr. Samuel Wilson as its first Environmental Specialist last February. Staff, building on Council' s vision and direction, conceptualized the work plan and goals for this new position. Included in this work pian was the requirement to delineate all of the stormwater drainage basins within the City along with a monitoring program to periodically test the waters leaving the City' s stormwater system and entering local receiving waters ( i.e. Choctawhatchee Bay, Cinco Bayou, and Santa Rosa Sound). This step is necessary prior to beginning an extensive e monitoring program in that it provides the appropriate model needed to determine which areas should be tested in response to suspected surface water contamination. Drainage basin delineation and stormwater monitoring are also essential elements of the City' s National Pollutant Discharge Elimination System (NPDES) permit. Some of the specific permit requirements include developing a Stormwater System Map and monitoring/ detecting/ prohibiting illicit discharges into the stormwater system. Mr. Wilson is very capable of delineating watersheds and has past experience in developing computer based Geographic Information System ( GIS) models. GIS is a powerful and beneficial tool which, when developed, will allow users to access information rapidly and determine those areas of the stormwater system requiring immediate investigation. In addition, GIS can be utilized to inventory the City' s entire infrastructure including such items as roads, water lines, sewer lines, lift stations, valves, hydrants, water wells, manholes, property boundaries, and various other City facilities and structures. Currendy, Staff must wade through volumes of hand- drawn maps, construction drawings, and aerial photographs to best determine the locations of the items mentioned above. This hampers efficiency and results in wasted Staff time during emergency situations such as broken water mains, sewage spills, and natural disasters. Discussion: For the FY 2004-05 budget year, Staff budgeted a total of $31, 500 in CIP 5403 (Water Quality e Initiative). Of this total, Staff budgeted $ 25, 000 for the installation of one or more sewage pump out stations and $ 6, 500 for testing and monitoring equipment. The City received a Clean Vessel Act CVA) grant through the Florida Department of Environmental Protection for the installation of e one sewage pump out station for the City dock located at the Landing. This is a 75/ 25 grant and only obligates the City to $2, 867. 67 in expenditures for the installation of the pump out station. The installation work, which includes piping, electrical, telemetry, and related materials, will likely cost between $ 2, 000 - $ 4,000. Staff has not planned for a second pump out station at this time but will in the future once a suitable location is determined and all necessary permitting requirements are resolved. In addition to the planned expenditures for the installation of the pump out station, Staff recendy requested the purchaseof a field testing unit capable of monitoring surface waters for various water quality parameters. The quoted price for this equipment is $ 5, 995 and was previously approved for this budget year. We expect to take delivery of this specialized equipment this month in time to begin collecting water quality data prior to the start of the boating and water sports season. The maximum amount of funding needed for the above outlined expenditures for this budget year is 9, 995, leaving approximately $ 21, 505 to be used this year and/ or carried over for approximately $ future year expenditures. As discussed previously in this report, we have an immediate need to further develop the City' s GIS capabilities to include stormwater basin delineation and field data assimilation. With only one current " floating", or multiuse, GIS license, it is impossible for Staff to develop GIS to its full potential in a timely manner, due to multiple users requiring frequent use of the GIS license. The need to access the City' s GIS is shared equally by Engineering Staff and the Environmental Specialist. As such, Staff proposes to purchase one additional ArcView GIS single use license to be used by the City' s Environmental Specialist for delineating all stormwater basins within the City and to track water quality testing infonnation, eliminating the usage conflict. The e quoted cost for this software is $ 1, 300. In addition, Staff proposes purchasing a Global Positioning System ( GPS) unit capable of sub- meter accuracy for use in the field to acquire location data for various structures, property boundaries, and infrastructure. This unit is critical for providing site specific location information to be imported into the City' s GIS. The sub- meter GPS unit differs from typical retail purchased units, in that exact locations of various structures and boundary points are accurate to within inches versus those retail units being accurate only to within several feet. The quoted cost for this unit, plus the software needed to download location information into GIS, is $ 6, 790. Recommendation: Staff requests authorization to redirect a portion of the current year funding in CIP 5403, Water Quality Initiative, for the purchase of one ArcView single use software license at a cost of $1, 300 and the purchase of one GeoXT GPS unit with GPS Pathfinder Office software at a cost of $6, 800, for a total cost not to exceed $ 8, 100. If approved sufficient funding is available in account # 401- 5403- 535- 6402. e
