dependable employee who can be relied on to complete any given task in a
timely manner with no complaints. He goes out of his way to assist others, whether
they are fellow employees or citizens coming to the Department for help. He
maintains an even tempered demeanor on the radio even during stressful times.
When Hurricane Ivan struck the coastal areas, Communications Officers were under
tremendous pressure, working 12 plus hours a day for five days non- stop. A
tremendous number of phone calls and radio calls were handled. Fred Smith never
lost his control, temper or sense of humor.
Because of his outstanding attitude, Fred never fails to convey a courteous,
professional attitude, not only to the general public but, also, his supervisors and
fellow employees. He is deserving of recognition for his significant contributions
and hard work. Please welcome Communications Officer Fred Smith, the Fort
Walton Beach Police Department Employee of the Year 2004.
FORT WALTON BEACH POLICE DEPT.
OFFICER OF THE YEAR 2004
The City of Fort Walton Beach is proud to announce Officer Anthony Forgione has been
chosen as the Fort Walton Beach Police Officer of the Year for 2004. His selection was
based on many positive attributes and notable contributions during this past year. In
addition to being an enthusiastic and energetic patrol officer, he is a dedicated member of
the Tactical Response Team.
During September 2004, when Officer Forgione was nominated for Officer of the 3M
Quarter, he was credited with two attests in which substantial amounts of drugs were taken
off the streets. Approximately 150 pieces of crack cocaine were recovered September 7, 200~
after being thrown & om a suspicious vehicle Officer Forgione had attempted to stop, that
was later determined to be stolen. The driver fled and abandoned the vehicle which was
returned to the rightful owner. On September 26, 200~ Officer Forgione assisted two fellow
officers search a vehicle after the driver was arrested for DUI. Officer Forgione recognized
articles in the tmck that he knew were items used to manufacture drugs. The search was
broadened and more articles were found that confirmed Officer Forgione' s suspicion. The
vehicle was seized pending forfeiture.
Officer Forgione works cases from the mundane to the complex with equal vigor. His
eagemess to learn, his cooperative attitude and his work ethics are important components of
his performance as a whole. Quite simply - - he is an outstanding officer. I t is with pleasure
we recognize him tonight with this prestigious honor.

MUNICIPAL AUDITORIUM
Okaloosa Performance Group, Inc. - Discussion regarding municipal auditorium
improvements by Gordon Hurd, President.
Gordon Hurd, President of Okaloosa Performance Group, Inc. ( OPG) reviewed OPG' s
interest in partnering with the City to assist with the expansion and renovation of the
existing auditorium, addressed concerns and questions of Council, went over the
e construction costs of approximately $ 5 million at this time to modify the auditorium into a
multi- use facility; and requested a commitment from Council so that OPG can have
authority to move forward to apply for a grant and begin a fund raising campaign for the
project.
Anita Kurz, Secretary of OPG and a member of the High Steppers and Stage Crafters,
addressed the inadequacy of the conference center for the performers.
Discussion included concerns expressed over giving conceptual approval and making a
commitment to move forward with the project without knowing the funding is available;
the need for a guarantee, should OPG obtain a State grant, that grant funds would not
be cut after the first year if the" State has budget cut backs; that there might be
community expectation and pressure that Council should follow through with the project
if OPG were unable to raise the funds; and that the construction project be done in
phases. During discussion the City Manager pointed out the City is not ready at this
time to explore the issue of contracting with OPG for the operation and management of
the facility, and should Council give conceptual approval of the renovations, the need for
a formal agreement with OPG construction project.
Joleigh Jarvis with OPG addressed the marketing and promotional plan for the capital
campaign to raise funds for the renovation of the auditorium.
e Lee Bobo, 38 Memorial Parkway SW, commented on the expenditure of approximately
5 million for the renovation of the auditorium by a group that has no money and will not
have any money until Council gives conceptual approval.
