Project Description
The Fort Walton Beach, Florida, Fire Department would like to expand its existing NFPA " Learn Not to Burn"
program currently in our school system to include two new programs. The existing educational recipient level is
at 4th grade. The two new programs will reach 2nd grade and 6th grade enabling us to convey our message of
fire safety every two years through elementary school up to the beginning of middle school.
The first program is " Risk Watch" for the 2nd grade level and is the first comprehensive injury prevention
program available for use in schools. Developed by the NFPA and in collaboration with a panel of respected
safety and injury prevention experts, Risk Watch gives children and their families the skills and knowledge they
need to create safer homes and communities. Risk watch is a school based curriculum that links teachers with
community safety experts and parents. The curriculum addresses the following topics: Motor Vehicle Safety; Fire
and Burn Prevention; Choking, Strangulation, and Suffocation Prevention; Poisoning Prevention; Falls
Prevention; Firearms Injury Prevention; Bike and Pedestrian Safety; and Water Safety. These topics represent
eight areas kid 14 and under are at greatest risk to unintentional injury.
The second program is called FLARE ( Fire Loss Arson Reduction Education) and is for the 6th grade level. The
FLARE curriculum allows the fire service and their partners to be proactive community members through the
direct instruction of fire safety. This six hour program, designed to fit any schedule, will allow instructors to
establish a positive relationship with school children in the community, broadening awareness of the vital role
that the fire service play in the lives of citizens. Flare curriculum is a proactive educational program that teaches
e middle school students about fire prevention. The six week program uses a case study of a deadly fire as the
vehicle to educate students about how quickly fire can start and destroy. Each lesson covers one of the following
aspects of fire safety and prevention: Arson; Flammable Liquids; Combustible Materials; Electricity and Electrical
Appliances; Fireworks; Fire Escape Plans; Smoke Alarms; and Escape Tactics.
How the grant funds will be used.
The Fort Walton Beach Fire Department is requesting a total grant package of $42, 000 to buy a five- year
compliment of supplies for the two programs. All funds will be expended within the year to purchase the
following: Risk Watch Curriculum-$ 300; Brochures-$ 525; Stickers/ Certificates-$ 1040; Activity Book-$ 1500;
Informative Posters-$ 45; and Classroom Posters-$ 40 for a cost of $ 3,450. The FLARE program budget consists
of the following: FLARE Manuals-$ 1, 750; FLARE Shirts-$ 35, 800; and FLARE Certificates-$ 1000 for a total of
38, 550. The total for the project equals $ 42, 000. The per unit figure is based on 400 elementary students for 5
years or 2000 students, and 800 middle school students for 5 years which equals 4000 students. $ 42, 000
divided by 6000 students comes to an investment of $7 per student.
The benefit of this project
The benefits of this project are centered on two thoughts. Multiple curricula taught multiple years. This strategy
enables students to begin their fire safety education in the 2nd grade with the "Risk Watch" program; followed by
the " Learn Not to Burn" classes in the 4th grade; and finally the FLARE curriculum in the 6th grade. The Fire
Prevention Bureau has taught the " Learn Not to Burn" class to our jurisdiction' s five elementary schools for the
past ten years. Needless to say the success of this program alone can be seen by an impeccable record of 0
child injuries due to burns and 0 child deaths due to burns since the program' s inception. The opportunity now
exists to expand our programs for a multiple year approach that will have a repetitive educational impact on our
children. This program can also have its effectiveness tracked every two years.
e Due to geographical boundaries the children who attend our schools live in other fire districts. This allows us to
expand our program' s reach to include the City of Mary Esther, Ocean CitylWright Fire Control District,
Okaloosa Island Fire District, and Florosa Fire District. The partnership we now share with the Okaloosa County
