The Interim City Manager explained to Council the methodology of the selection phase that Staff suggests. The key points for City Council consideration include the reviewing of applications, which will be submitted on Friday of each week, preparing a summary of qualifications matrix for Council review, and separating applicationS by those that meet minimum qualifications and those that do not meet minimum qualifications. The next step is the development of a short list of candidates, whereby each Council member select 10 applicants as their recommended finalists. This list would be submitted to the City Clerk, and those candidates named most frequently would comprise the list of final five finalists, or whatever number of finalists Council may determine. Third, a background investigation of the final candidates is needed, and Staff suggests the hiring of a consultant who is knowledgeable regarding verification of education and employment, credit checks, and criminal history. The fourth step is the actual interview with the finalists, and includes informing each finalist of the date and time of the interview, mailing package information on City information, the reimbursement for reasonable travel, lodging and meal expenses for candidate and spouse. Included in the interview process are post- interview activities, which include a tour of City facilities and a community reception for interested citizens to meet the candidates. Finally, the process of ranking the finalists, and it is suggested the City Council initiate a written ballot method. Following this step, contract negotiations would commence with the number one ranked fmalist. i I 62 09/ 09/ 03 Mr. Kelley moved to adopt the following selection phase for the selection of a City Manager: 1) Staff continue to provide Council with applications each Friday and' a qualification matrix be prepared for Council review; 2) A short list of candidates be developed of 10 finalists which would be submitted to the City Clerk, with frequently comprising the list of the final five finalists; 3) Conduct a those candidates named most mt to candidates ability to meet City Council' s expectation for a background investigation by a consult~ verify 4) Notification to five finalists of interview dates and time, and post interview activities; and 5) City Manager; Provide reasonable travel and lodging expenses for candidates.
