Mearns, Acting City Manager FROM: Mark Wiltsie, Administrative Services Director SUBJECT: City Manager —Finalist Selection BACKGROUND: At the January 13, 2009 regular meeting, City Council adopted the recruitment schedule regarding the replacement for the City Manager position. Since that time the former City Council members have identified who they believe are the most qualified of the 94 resumes and summary of qualifications we received in response to the City of Fort Walton Beach City Manager recruitment. A copy of the tally prepared by the City Clerk of that process is attached. DISCUSSION: At this point and time, the recruitment schedule ( copy attached) identifies that the Council members in office after April '1, 2009 would select five ( 5) finalists with one ( 1) alternate at their April 14, 2009 regular city council meeting. In order to undertake this task, I would submit two ( 2) alternatives City Council may consider in narrowing the candidates to continue in the selection process. 1. The City Council could complete a ballot at the April 14, 2009 meeting of their six 6) top candidates and submit their individual ballots to the City Clerk. The City Clerk would then tally the ballots submitted by Council members and the six ( 6) candidates receiving the most number of votes would be the finalists the City Council would consider in the selection process. A suggested ballot form has been provided in the packet as part of this report. 2. An alternate method for selecting the five ( 5) candidates might include polling each of the Council members individually where each Council member would nominate one ( 1) candidate and if that nominee received a second and subsequently four votes, that candidate would become a finalist. This process would continue until five ( 5) finalists and one ( 1) alternate was identified. In addition to the alternatives listed above, the City Council may determine some other method to narrow the field of candidates using whatever methodology they determine appropriate. Once the finalists are identified, staff will forward their resumes and references to Slavin Management Group to have a background investigation conducted on each of the finalists. Regarding the current slate of candidates, I must inform the City Council that two (2) of the candidates who previous Council members believed were most qualified have withdrawn their application from consideration in our recruitment. These individuals include: William Whitsom and Rex Taylor. A copy of the matrix identifying all the candidates is attached. RECOMMENDATION: Staff respectfully requests City Council narrow the candidates for City Manager to five ( 5) finalists and one ( 1) alternate and direct Staff to complete the background investigation on each candidate and submit the results back to City Council through the City Clerk' s office.
