Re: Recommendation of Award; Bid No. AP12-14
Interior Modifications for Police Station at Northwest Florida Regional Airport
Dear Mr. Stage,
We have reviewed the bids submitted on December 4, 2013 for the above referenced project
and have prepared the attached Bid Tabulation for your use. The County had a total of four
(4) bidders for this project.
Joy Gordon Construction, LLC $73,500.00
Lord & Son Construction, Inc. $82,850.00
Jimmy Henderson I Construction Company Inc. $104,594.00
RL Burns Inc. $136,447.00
Joy Gordon Construction, LLC, has been determined to be the low bidder, submitting a bid
in the amount of $73,500. Details of their bid are listed below:
o History- Joy Gordon Construction, LLC is a newly formed small, women owned
business, having started the business just this year. They list only two projects; a
residential buildout completed November 11, 2013 and a concrete pad $6,000 for Twin
Cities Hospital, completed September 5, 2013.
o Size of Firm- Bonding capacity of $6M. Information on the size of the firm submitted in
the bidders qualifications form it lists Joy Gordon as the owner with three business
partners. In a separate section they identify one additional employee, a superintendent,
who would be available to work on the project. However, in a letter attached to the bid,
they state they do not have Workers Compensation insurance because they have no
employees.
o Equipment Owned- They claim to not own any equipment, including vehicles. In same
letter attached to their bid they state they will not be able to obtain automobile liability
because they do not have any owned automobiles.
Other information in the bid such as bid bond, DBE participation, current General Contractor’s
license, signatures, acknowledgement of addenda, and forms are acceptable. However, we
cannot recommend selecting Joy Gordon Construction, LLC for this project due to what we
consider irregularities in the bid in regard to available employees to work on the project, the
lack of owned equipment, the absence of contract insurance minimums, and general lack of
firm experience.
Lord and Son Construction Inc. was the second lowest bidder submitting a bid in the amount
of $82,850.
o Hiistory- Lord & Son have been in business for 38 years. They list several multi-million
dollar projects including renovations at Eglin AFB ($3.7M) and two at NWF Regional
Airport (($0.4M and $14.9M).
o Size of Firm- Bonding capacity of $100M with 48 employees. _—‘ They list several
employees including Project Managers, carpenters, and laborers immediately available
to the airport for this contract.
oO DBE participation- They do not list DBE participation. In the Statement of Good Faith
Efforts they state “Due to scope of work and size of the project, participation of DBE
firms is limited. The local DBE’s are not qualified under the NAICS codes applicable
to the project. We will continue our efforts to involve minority business.”
All required forms were completed without exception including bid bond, acknowledgment of
addenda, and a current General Contractor’s license. In LPA’s review, we found no major
unbalanced unit prices and no irregularities with their bid. It is our opinion the bid is complete
and responsive, subject to evaluation and acceptance of the DBE participation by County
Purchasing. Pending this, LPA recommends award of the contract to Lord & Son
Construction Inc. in the amount of $82,850. This recommendation is contingent upon the
Okaloosa County Board of County Commissioners’ approval; purchasing review; and the
availability of funds.
Should you have questions, please advise.
Sincerely,
THE LPA GROUP INCORPORATED
Doug Hambrecht, P.E.
Project Manager
