BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 18, 2014 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: Approval for New Full-Time Position in the Tourist Development Department DEPARTMENT: — Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to add a Marketing Manager position in the Tourist Development Department (TDD). Attached is a job description for the requested position and is proposed as a pay grade 72 ($38,500.80- $63,939.20). BACKGROUND: This position will work with the Tourist Development Director and staff to set strategic direction and manage the Tourist Development Department’s (TDD) advertising, marketing, social media, website, and public relations initiatives. Currently, these duties are being performed by an individual employed through a temporary agency. However, from an organizational standpoint, it is important that a County employee be closely involved in managing the County’s strategic marketing plan. We have received notification that the individual performing these duties through the temporary agency will be leaving the assignment in the next several weeks. Therefore, the department has requested to add this position as a regularly established full-time position and to begin the recruitment process in an effort to have as little gap as possible in this very important role. The department has indicated that any budget impact would be mitigated by the decrease in the current expenses paid to the temporary agency. The Human Resources Policy states “The establishment of additional positions not approved through the budget process shall be coordinated through the Human Resources Department and will be accomplished at the discretion of the County Administrator upon approval of the Board.” OPTIONS: Approve/Deny RECOMMENDATIONS: Approve ‘Ky Codsare Kay-Godwin, Difector 3/12/2014 RECOMMENDED By: Packet Pg. 682 APPROVED BY: , County Administrator 3/12/2014 Ernie Padgett, County Administrator Packet Pg. 683 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: March 18, 2014 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: Approval for New Part-Time Positions in the Tourist Development Department DEPARTMENT: — Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval to reclassify one full-time Tourist Information Analyst position (N68: $14.13 - $23.46) to two part-time Research Associate positions (N65: $11.54 - $19.15). Attached is a job description for the requested positions. BACKGROUND: The full-time Tourist Information Analyst position was vacated on February 28, 2014 due to the incumbent's retirement. The department reviewed its internal needs and have requested to reclassify the vacant full-time position to two part-time Research Associate positions. This reclassification would enable the department to more efficiently manage the office and visitors center duties and would provide for additional staffing in the visitors center to allow for more extensive customer service for drive-in visitors. Further, this request will reduce the department's budget approximately $12,700.00 annually. The Human Resources Policy states “The establishment of additional positions not approved through the budget process shall be coordinated through the Human Resources Department and will be accomplished at the discretion of the County Administrator upon approval of the Board.” OPTIONS: Approve/Deny RECOMMENDATIONS: Approve ‘XK, Crodure KayGodwin, Difector 3/12/2014 RECOMMENDED By: 3/12/2014 -ounty Administrator APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 687
