Mr. Baughman stated that this is the pro-
posal we have already approved without
the dollar figures..
Mr. Boudolf
explained that this was
originally submitted as a three year plan.
We are presenting cost estimates and asking
that this be completed in one year rather
than three years.
City Clerk stated that this was set up as
a three- year project. The $ 5, 000 he
mentioned has already been spent. Anything
spent hereto-- I don' t care what you spend
as long as you tell me where to take it
from.
Mr. Boudolf asked where the $ 5, 000 had been
spent. City Gerk replied that $ 1, 000 plus
was spent on the triangle plus City crew
time, and you
bought $ 2, 500 worth of equip-
ment. City Manager stated that the main-
tenance equipment came from street equip-
ment budget, which was corrected by the
City Clerk.
Mr. Rigdon stated that he believes this
is a worthy project, but I agree with Mr.
Evans; we will have to go back and find
the $ 15, 000. We will have to see where
we can take it out. I am in favor of the
project but I think it would be in order
and I so move that the budget committee
work with the City Clerk and City Manager
to find the funds. Motion was seconded
by Mr. Hunt and Mayor called for discussion.
Mr. Boudolf said that the $ 1, 000 spent
for the triangle was in last year' s budget.
The $ 5, 000 we spent was for beautification.
City Clerk said that you had $ 5, 000 total
including the triangle. City Manager
explained that the way the budget works
is we don' t carry anything forward. At I
the beginning of each budget year we I
I
re- budget. The money that wasn' t spent
last year had to be re- budgeted for this J
year.
Mr. Boudolf asked, in view of the fact
that the project has been approved, how
can Council take action to stop the
project?

Mr. Rigdon explained that there was $ 5, 000
in the budget for beautification and evi-
dently we have taken money in buying equip-
ment and other related things. The way
we have done in the past ~ to take so much
from other funds. We have to figure out
some way to get that $ 15, 000. We will have
I
to trim some other projects. We have set
the millage at 7, and that is all the reve-
nue we will have coming in. That is why I
recommended that the budget committee study
this with City Clerk.
Mr.Baughman pointed out that the budget
committee has not functioned since Van=
Buskirk was chairman.
Mr. Rigdon amended his motion to add that
the Mayor reappoint the budget committee.
Motion carried unanimously.
LETTER FROM DOT RE MEDIAN Mayor presented a letter from Florida DOT
OPENING AT BEACHVIEW DR. reference closing median opening on SR85
at Beachview Drive.
INSURANCE COMMITTEE Mr. Palmer presented the following recom-
RECOMMENDATIONS mendations from the Insurance Committee:
The committee reviewed proposals from
John S. Ripandelli, Employers Insurance
Management Corporation, and Edward W.
Siver and Associates. Mr. Siver, of Edward
W. Siver and Associates, advised that the
City may be wise to negotiate with the
existing carriers if they are willing to
renew at a reasonable rate and include the
desired coverages. Mr. Siver indicated
that the City may be better served by accep-
ting the existing carriers' offers rather
than opening it to public bid.
1. The committee
recommends that the City
negotiate with
Long Insurance Agency for
workman' s compensation coverage, with the
City furnishing the unlimited salaries as
I required according to the proper qualifi-
cations.
2. Recommend that
Waldorff Insurance
the City negotiate with
Agency for fire, casualty,
vehicle, liability, etc., with the Waldorff
Agency providing some alternate bids by
suggesting changes in the deduction on
vehicles, wind storms, and major equipment.
3. Recommend that the flood insurance
