hospital council committee to govern the hospital committee in selecting
and buying the fixtures and equipment for the hospital. He said the
list and bills, sooner or later, are going to have to Dresented to the
Council for q.cmroval, which has, not been done up until this time. He
continued that at tee time the council appointed the committee Mr.
Roberts was made chairman of the committee and was given the authority
to appoint council members to serve on the committee and he was to hav.e
the doctors on the committee. He said he thought that it was important
that the committee get with the hospital consultant and the hospital
board to work up list a of equipment and supplies along with the bills
to ~ rpsent to the council, since it wo Jld soon be time to open the flOS-
pital, and, unless a list is properly prepared, we will not know what is
needed. Hr. Roberts said that he thought it had been turned over to
Mr. Titler, which was why he had not done anything on it.

whichwas $ l5, 700. 23 more than the amount authorized for equipment,
I Mr. Roberts said an agreement was entered into with Durr because, although
the bids from Durr and Van Antwerp were the same, Durr had equipped more
hospitals in this area. Mr. Bass said the council committee, Mr. Roberts
and Mr. Stacy, ahould get together with the doctors and supply people
and make a list of the equipment and supplies needed and see what can be
bought with the mon~ which is I available. Mr. Roberts said he talked
with Mr. Davis of Durr Surgical Supply Company, and Mr. Davis said during
the last 18 months the over- all cost of equipment had risen lO%. Mr.
Stacy asked if a list has been presented to the Council. Mr. Rodgers
replied that no list had been presented. Mr. Roberts asked Mr. Earl~
what he wanted the Council Committee to do. } lIr. Earl~ told him that
Mr. Titler and the Hospital Board have been working for 2 months on a
list and that he did not realize that th~ were not working with ~he
Council Committee; that he thought the doctors; committee and the Board
would get together before the matter became an issue. Mr. Titler said
that on the basis of the ordinance in which the Board was ! 3Dpointed, it
automatically made the Hospital Board responsible for the hospital. Mr.
Bass told Mr. Titler the ordinance made the Hospital Board responsible
for the operation of the hospital. Nr. Titler said that under the ordi-
nance, he, in turn, was responsible to the Board and he had been working
through them. He said that they had adopted their by- laws from the
ordinance ~ d in their by- laws the Board of Trustees shall be responsible
for the hospital. Mr. Bass said that at the beginning they had $ 101, 000
as a commitment for the town' s share for building and a sum was set aside
I for the purchase of equipment and supplies that should give the committee
an idea to go by when purchasing the equipment. He said that he thought
they should bring in a list and take bids and get started. Mr. Titler
said that they could not open before April. Mr. Bass said the opening
date would depend upon when the contractor finishes, that the hospital
could be opened within lO days after the contractor was finished. Mr.
Titler said they could not. Mr. Bass asked Mr. Stewart, City Attorney,
if agents could go out and spend mon~ for the city. Mr. Stewart
replied no, th~ could not. Mr. Bass said he was amazed to find that
the city was short of funds and that now, if we have to take bids, oit
may take quite awhile to open up. Mr. Earley asked if anyone signed a
contact with Durr. Mr. Roberts answered yes, the contract was cost plus
10% with the privilege of returning and adding supplies within '30 days
after the hospital opens at the same prive. He said Mr. Davis had stated
that it was wise to get as much as possible from the local merchants, ,
that they are only interested in hospital supplies, but this should be
done only in cases when it is possible to buy as cheap or cheaper than
it could be bought in other places. Mr. Earl~ said that as he saw it,
it was only necessary for the list to be presented to the council with
the prices and the council to authorize the expenditure. Mr. Roberts
told Mr. Earley that he believed they could get the list to the Council.
Mr. Bass said if they were going to turn the project over to the board
they would have to present their budget to the council for approval,
however, they could only spend for the operations of the hospital. Mr.
I
Bass asked that the ordinance providing for a hospital board be read.
The ordinance was read in full by the ~ lerk. Mr. Bass said that right
