Subject: Plew Packaged Pump Station (Bid WS 11-14) - Agenda Request Narrative
Purchasing Team,
You should be getting an email later this afternoon with our department’s recommendation on the Plew Packaged Pumr
Station (equipment only). Below is the narrative & financial information.
In September 2011, Okaloosa County went under contract (FA2823-11-C-0030; County Contract #C11-1906-
WS) with the U. S. Air Force for the construction of the Duke Field wastewater infrastructure. The contract
was modified in August 2012 to add the following: Capacity Expansion Charges (CECs) for Duke Field,
construction costs for Main Base wastewater infrastructure, CECs for Main Base, construction costs for Camp
Rudder wastewater infrastructure, and CECs for Camp Rudder. The total contract is now $16,699,568; of that,
$8,026,192 is reimbursement of design and construction costs, and $8,673,376 is for CECs.
Eglin has elected to decommission its two wastewater treatment facilities located on the Main Base, and per the
above-mentioned contract, OCWS will design and construct a new conveyance system. The new system will
divert all of the wastewater received at their Main and Plew wastewater plans and pump it to OCWS' Arbennie
Pritchett WRF. In September 2012, the BCC approved OCWS in-house crews self performing the Eglin Main
Base Wastewater project. Staff is now in the process of procuring the equipment for the second pump station to
be constructed, the Plew Pump Station. It is being procured as 2 bids: 1) packaged pump station (pumps,
guiderails, discharge piping, control panels, and other appurtenances), and 2) 230 kw diesel generator (awarded
by BCC on 11/19/2013).
Per the contract, the construction of the Eglin Main Base Wastewater project is $4,926,698. OCWS will be
reimbursed this amount as construction progresses.

Subject: FW: Recommendation of Award - Bid No. WS 11-14 Packaged Pump Station - Plew Pump
Station Project
Attachments: J.H. Wright letter. pdf
Richard,
OCWS staff concurs with the recommendation of our consultants, Constantine Engineering, that the bid for the
Packaged Pump Station — Plew Pump Station Project (WS 11-14) be awarded to WILO USA LLC, they being the lowest
responsive and responsible bidder meeting all of the requirements specified in the bid package. We recommend the
award for the Base Bid plus Optional Cost Item 2 for a combined lump sum total of $217,340.00 with a Maximum
Delivery Time of 130 days from receipt of Purchase Order. A .pdf file of the recommendation letter from Constantine
Engineering is attached to this email.
The bid from WILO USA LLC was the lowest responsive and responsible bidder meeting all the requirements specified in
the contract documents and provided supporting documentation of their product’s operational performance as outlined
in the technical specifications. There was an apparent low bidder, JH Wright and Associates, however their pump
selection could not meet the closed loop cooling system and protective impeller/volute abrasion coating requirements
specified in the contract documents. Two formal requests for information (RFls) were submitted and to and received
back from JH Wright validating their non-responsiveness.
Funds are available in the FY2014 budget. A narrative describing the project and budget documentation have been
provided to you via separate email by Mark Wise.
Please let me know if you have any questions or need anything else from us.
