Fourth Street The theme of Uptown Station will be used for the street lights. This is the Eglin Parkway neighborhood. ANALYSIS: A request for proposals was issued in March, 2003. Only one response was received which is Schmidt Dell Assoc. Since they were the only respondent, their references were checked and were satisfactory. Staff has met with them and they provided a scope of work which is attached as Exhibit 1. They have divided the project into two phases, the first phase will be the Master Plan and the second phase will be production of the construction documents based on the proposed Master Plan. The construction documents may be broken into several different projects and shall coordinate the requirements of the multiple utility modifications and phasing. The budget and phasing may require that the construction be implemented over several years. The actual utility modifications will be preformed by the individual utility companies. The engineering design fees shall be established based on the phasing and construction values determined during the Master Plan ( Phase 1). Their fee for the first phase will be $53,829. The second phase will be to produce construction documents based on the proposed Master Plan. Phase 1: Master Plan will consist of: 1. Topographic Route Survey along Eglin Parkway between Hughes and Fourth S1.; 2. Interaction with power, cable TV and telephone companies; 3. Preliminary lighting layout with construction estimate 4. Phased construction plan to account for the utility relocation and budget restraints; 5. Report on requirements for individual properties along Eglin Parkway; and 6. Monthly meetings for at least six months. Jt- C'-- fi Y 06- 2004( TUE) 08: 09 SCHMIDT DELL ASSOCIATES. INC. FAX) 850 432 8631 P. 001/ 002 January 5, 2004 Paul Zimmerman, P. E. There are several properties that are farther off the right-of-way than the 10' allowance. These properties will have to be addressed indviua!ly with the City whether or not they will be impacted by the utility relocation. If additional surveying is required, it could be performed by the City or as an add service ( hourly) to above proposal.
