CITY COUNCIL MEETING
MARCH 9, 2004
CONSENT AGENDA
Request authorization to reorder storm sewer pipe replacement project priorities ( CIP
5019).
Agenda Item No. - CA 2
City of Fort Walton Beach
MEMORANDUM
TO: Joyce Shanahan, City Manager
FROM: Thomas Murray, Public Works Director
DATE: March 1, 2004
SUBJECT: CIP # 5019, Storm Drainage Program
Backe:round:
CIP # 5019 is the City' s annual program for replacing deteriorated corrugated metal pipes
CMP) in its storm sewer system. Project scheduling is based on the pipes' physical
condition and coordination with other construction activities. On occasion, the scheduling
needs to be reconsidered due to changing circumstances. In this case, the Lee Kia auto
dealership is
planning building expansion this year on their property located west of
a
Honeytree Lane. Their construction timing conflicts with the City' s proposed FY 06- 07
Honeytree storm sewer main replacement in the CIP.
Discussion:
This FY 06- 07 scheduled CIP project replaces approximately 885' of storm sewer main from
US 98/ Honeytree Lane to the school property located northwest of the Lee Kia auto
dealership site. The portion of the storm sewer main that affects Lee Kia is a 368' length of
48" diameter pipe within a 30' wide storm drainage easement that
diagonally traverses the
Lee Kia property.
Although the proposed building expansion will not encroach on the easement, the building
construction will be very close to the easement. If the building expansion is constructed
before the storm sewer pipe is replaced, the existing storm sewer main
may be severely
damaged due to its poor condition. Also in that case, if the pipe is replaced after the building
expansion is constructed, the building may be damaged due to the nearness of the pipe
excavation.
In order to protect the City' s infrastructure and accommodate the
proposed Lee Kia
development, the pipe should be replaced prior to the building expansion construction.
The Honeytree project can be split into two phases, based on the construction techniques
necessary for the work. Public Works proposes proceeding with Phase 1 now. Phase 2 is
separable and Staff recommends reprogramming it for later accomplishment through the CIP
process.
Phase 1: Replace approximately 670' of the 48" CMP with reinforced concrete
pipe ( RCP)
between the east side of the Lee Kia property and the school property located northwest of the
Lee Kia site. Estimated cost is $ 75, 000.
ztc' AZ
Phase 2: Line- in-place approximately 215' of the 48" CMP between the east side ofthe Lee
Kia property and US 98. Estimated cost is $ 70, 000.
Weather permitting, Phase 1 can be completed within approximately 6- 8 weeks from
commencement.
Recommendation:
Respectfully request City Council authorization to proceed with Phase I of the Honeytree
storm sewer pipe replacement as detailed above, with Phase 2 to be reprogrammed through
the CIP process.
If approved, the other projects under this CIP that are currently scheduled between FY 03- 04
and FY 06- 07 will be reevaluated and rescheduled in order to accommodate constructing
Phase 1 of the Honeytree project this fiscal
