BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 16, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Crestview Courthouse Project Update and Funding Alternatives DEPARTMENT: Public Works BCC DISTRICT: 3 STATEMENT OF ISSUE: Staff continues to move forward with the relocation of personnel from the Crestview Courthouse to other County facilities. With an agreed upon project approach the design team (Ajax) has been able to further narrow down the project cost estimate as construction documents become more defined. Staff will provide a brief overview of the project design status, current project estimate and present funding options. BACKGROUND: During the October 2, 2015 regular BCC meeting direction was given to develop a project that would entirely reconstruct the Crestview Courthouse. Such an action allowed for complete removal of toxic materials (asbestos, mold, etc.) and improve the efficient use of the parcel and building. At the time, the construction cost estimate presented was just under $22 million. Presentations have been made to the Crestview Historical Board, Crestview City Council and the public in general through a series of public presentations to discuss the appearance of the facility. Various visual components of the site and building were identified and have been incorporated into the current design model. Additionally several meetings were held with the end users (Judiciary, Court Administration, Clerk of Courts, Court Security and BCC) to identify the most practical configuration of the interior space and site layout. The concept layout attached represents the best representation of the project needs. With development of the project Ajax has been able to further develop the cost estimate and the current hard cost construction estimate is now below $21 million. In addition to the actual building costs, staff has worked with Ajax to further reduce the total project costs to the point where there is a high level of confidence that the complete site can be rebuilt for under $26 million - this includes all construction, design, inspection, project management, contingency, furnishing and price escalation allowances. Mr. Mark Galvin, financial advisor to the BCC, has outlined various funding options for the BCC to consider so that further direction can be provided to staff. OPTIONS: Staff seeks further direction regarding funding options for the Crestview Courthouse. RECOMMENDATIONS: Following the presentation by Mr. Mark Galvin, staff recommends direction from the Board of County Commissioners on funding options for the Crestview Courthouse. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
