SUBJECT: AMENDMENT TO CONTRACT WITH HARVARD JOLLY CLEES
TOPPE ARCHITECTS, P.A.- LIBRARY PLAZA DESIGN FEES
REQUEST:
This is a request for approval of an amendment to the contract with Harvard Jolly Clees Toppe
Architects, P. A., paying the firm an additional $ 8, 000. 00 for design fees related to the public
plaza in front of the new library building at 185 Miracle Strip Parkway SE. The $ 8, 000. 00
would be paid from CRA funds; a total of $100, 000. 00 has been allocated from the CRA budget
for fiscal year 2001- 02 for the design and construction of the plaza ( CIP # 5485).
BACKGROUND:
The contract with Harvard Jolly for the design of the library was approved by City Council in
May 2000. The design of the plaza space in front of the library building was not included in the
original scope of work. As the provision of public spaces and amenities is a fundamental
element of the Updated CRA Plan, the CRA Board of Commissioners budgeted $ 100, 000. 00 for
the library plaza as part of their budget for fiscal year 2001- 02.
At the City Council meeting of 11 December 2001, Councilman Dowling discussed the need to
proceed quickly with the design of the plaza, so that its construction could be coordinated with
the opening of the library. It was suggested that a committee be formed to discuss ideas for the
plaza design and return to Council with their recommendations. The following individuals were
appointed to the committee: Mayor Glover; John Bozarth, Harvard Jolly; Jay Odom, developer;
Perry Lord, MainStreet; Charlene Greenwald, Beautification Committee; and Flinn Fagg, City
of Fort Walton Beach.
DISCUSSION:
At the first meeting of the plaza committee, it was recommended that Harvard Jolly be retained
to provide design services for the plaza, and that the existing contract with the firm be amended
to include the additional services. It was determined that amending the existing contract would
save considerable time in designing and constructing the plaza, as the standard process of
obtaining bids from design firms typically takes one to two months. In reducing the time to

engage a design firm, the construction
of the plaza can more closely coincide with the opening of
the library.
The proposed fee of $8, 000. 00 for the design of the plaza represents 8% of the total project
the scope of work for the
budget. While staff has concerns with the amount of the fee relative to
line with the standard fee curve for
project, Harvard Jolly has maintained that the fee is in
projects of this type. In addition, it has been noted that the fees for the landscape architect and
the consulting mechanical, electrical, and civil engineers represents 50% of Harvard Jolly' s fees.
John Bozarth of Harvard Jolly has provided initial schematic design services on behalf of
the
the contract with
plaza committee without any promise of compensation. An amendment
to
Harvard Jolly would be necessary prior to finalizing the initial schematic design and making a
presentationto the CRA Board of Commissioners and City Council.
RECOMMENDATION:
Staff recommends approval of the amendment to the existing contract with Harvard Jolly Clees
of the library plaza.

required engineering
services for the mechanical, electrical, and civil engineers, as well as the revised

from the landscape architect.
The fees for the consultant engineers for the new plaza design represents 50% of the total
fee. The balance of the funds for Harvard Jolly were detennined by our estimate of hours
required for consultation, trave], design, and contract document production.
Because this project has a very short schedule, we have initiated schematic design services
prior to your approval of the fee. Please let me know at your earliest convenience if our
proposed fee is approved, or if I may answer any other questions you may have.
Thank you.
