City of Fort Walton Beach
MEMORANDUM
DATE: February 5, 2002
TO: Reid Silverboard, City Manager
FROM: John Bergschneider, City Engineer
SUBJECT: Capital Improvements Project # 5298
Hazard Mitigation Grant Agreement - Modifications 1 and 2 Approval
Disaster Relief Funding Agreement Approval
BACKGROUND:
The east Hollywood Blvd. drainage basin ( east Hollywood Blvd., Choctawhatchee Rd.,
Kepner Dr" and Gardner Dr. areas) currently has poor storm water drainage. Residents
confirmed past flooding of 7 homes, with flooding of 10 additional homes very likely based on
their elevations in relation to those 7 homes. ( Confirmation of flooding in these 10 homes was
not possible due to occupant turnover through the years.) The City of Fort Walton Beach has
an opportunity to construct storm water infrastructure that will mitigate this situation, through
two grant agreements with the State of Florida Department of Community Affairs ( DCA) - a
Hazard Mitigation Grant Agreement ( HMGA) and a Disaster Relief Funding Agreement
DRFA).
Hazard Mithmtion Grant reement. Modifications 1 and 2 Approval:
A!!
The City of Fort Walton Beach was already awarded this grant and entered into a Hazard
Mitigation Grant Agreement ( HMGA) dated September 6, 2000. The grant provides both
federal and state funds for hazard mitigation activities resulting from Hurricane Opal. At this
time, DCA requests the City' s approval of two modifications to that agreement:
Modification 1 changes the terms of that agreement by transferring $ 174,740 from Phase I
engineering and permitting) to Phase II (construction), since the City has already satisfied
all obligations associated with Phase I. This change increases the funding available for
construction from $323, 640 to $ 498, 380, with the following funding source breakdown:
Federal Funding (75%) $ 373, 785. 00
State Funding ( 25%) $ 124, 595. 00
HMGA Total $ 498,380. 00
Modification 2 changes administrative provisions, which address vendor restrictions and
audit requirements.
Disaster Relief reement Approval:
Fundin!!
A!!
The proposed Disaster Relief FundingAgreement ( DRFA) supplements the HMGA by
providing additional federal and state funding for disaster relief resulting from Hurricane
Georges, This proposed grant is for " Unmet Needs." In other words, for disaster relief
improvements that have not been funded by other means. The funding source breakdown is:
Federal Funding ( 75%) 293, 895. 00
State Funding (12. 5%) 48, 982. 00
City Funding ( 12. 5%) 48. 983, 00
DRFA Total 391, 860.00
6
DISCUSSION:
Together, the HMGA and DRF A grants will have the following combined funding structure:
Federal Funding ( 75%) 667, 680. 00
State Funding (19. 5%) 173, 577, 00
City Funding ( 5. 5%) 48, 983. 00
DRFA Total
HMGA/ 890,240. 00 Combined total of both grants)
These grants will provide a properly designed and sized storm water management system that
will mitigate the flood problems in the east Hollywood Blvd. drainage basin. Based on that
area' s damage history and future flooding potentials, the Federal Emergency
flood
Management Agency ( FEMA) determined the project's BenefitCost ratio to be 2. 29: 1,
indicating good benefit for the invested project cost. Therefore, FEMA and DCA both
support the project.
CONCLUSION:
Staff requests City Council approval of the two proposed Hazard Mitigation Grant Agreement
modifications and the proposed Disaster Relief Funding Agreement. Staff further requests
authorization for the Mayor to execute these documents.
Following City Council approval, the construction plans and documents will be bid and staff
will conduct neighborhood meeting( s) to ensure the project coordination issues, such as
property access during construction, will be worked out.
