It intersects the north side of Lovejoy Road at the western end, near the Hurlburt entrance. It is approximately 660 feet long and services commercial/ industrial development. There is a layer of asphalt approximately 380 feet long in the right- of-way, connecting to Lovejoy Road. It does not meet City standards for roadway construction and will have to be removed for sanitary sewer installation, drainage and proper street design. The City' s policy for the improvements to a city street is to follow the assessment procedure as established by the Florida Statutes, Chapter 170. The entire cost of the improvements would be assessed to the abutting property owners based on their amount of front footage or square footage adjacent to the improved street. The assessment process is a way to construct improvements and have the benefited property owners pay for the development. The City funds the project and the property owners reimburse the City for the work at an interest rate and terms set by the City Cou ncil. In 1996, City Council authorized staff to set up an assessment district for water, sanitary sewer, street and drainage improvements on Stokes Avenue. Ultimately, it was dropped due to lack of interest of the majority of the property owners. August 24, 2001, the City received a petition from 5 of the 7 Stokes Avenue property owners ( representing approximately 63% of the front footage of Stokes Avenue) requesting the City undertake an assessment project to provide water, sanitary sewer, street and drainage improvements to Stokes Avenue. cS Discussion: Staff requests City Council's authority to begin the assessment process for water, sanitary sewer, drainage and street improvements to Stokes Avenue. Public Works has determined engineering and construction of water and sanitary sewer could be accomplished in- house. Engineering and construction of street and drainage would need to be done by a contractor. The improvements designed and constructed by the City could be completed sooner and for less cost than if done by a contractor. Therefore, Staff recommends establishing two improvement assessments that would be processed at different times. One for the City to design and construct water and sanitary sewer improvements, and one for a contractor to design and construct street and drainage improvements. Upon Council approval to proceed with the improvement assessments, City staff would begin the two processes. Since funding will be by assessment, to be paid after construction and connection to the system, alternate funding will be required prior to collection of assessments. Initially, approximately $ 200 of cash funds will be needed for permit fees to prepare plans, cost estimate, and the preliminary assessment roll for the water and sewer improvements. Street and drainage improvements however will require funding for the engineering firm and bidding of construction plans before a preliminary assessment roll can be prepared. Recommendation: Recommend Council approve initiating these two assessment processes. One for the water and sanitary sewer improvements on Stokes Avenue and a second assessment process for drainage and street improvements on Stokes Avenue in the City of Fort Walton Beach.
