BACKGROUND: County Ordinance #13-07 (regulation of county recreational areas, including parks and beaches) addresses Special Events at county parks, beaches or recreational areas within Okaloosa County. A request has been received from WaterTop Unlimited for use of County beach area adjacent to Ross Marler Park for its staging area for a SeaDoo boating safety event. The event is to be held Friday, May 2nd through May 4th, 2014 from 10:00 a.m. until 5:00 p.m. This event is in conjunction with other activities at the Emerald Coast Convention Center. Access to the staging area will be from the parking lot of the Convention Center, along the walkway to the beach area. There will be a tent set up near the beach for registration, safety and operational instruction. The ride route will be established by marker buoys. Estimated attendance is 40 to 50 people per day. This request has been reviewed and approved by Emergency Services, the Sheriff's Office, and Risk Management. OPTIONS: Approve / Disapprove RECOMMENDATIONS: Staff requests Board approval for a Special Event Permit from WaterTop Unlimited for use of County beach area adjacent to Ross Marler Park for the specified special event. RECOMMENDED BY: Packet Pg. 616 APPROVED BY: Ernie Padgett, County Administrator Packet Pg. 617 Packet Pg. 618 I am writing as per Sheri Whitman of the Okaloosa County Parks and Rec instructions in regard to permission for a Special Event permit for a personal watercraft safety/test ride demo at Marler Park on May 2-4, 2014 from 10AM- 5PM each of the three days. Our event agency manages all of the event activities for the Sea-Doo watercraft brand for North America. We are based in Melbourne, FL and are producing a 32 stop, nation-wide Sea-Doo Boat Smart from the Start, Test Ride Tour where we work with local Sea-Doo dealers in educating their customers and their family and friends on how to properly and responsibly operate Sea–Doo watercraft specifically the new braking technology. We are starting in Florida and working our way north and would like to have our May 2-4 event on the beaches of Marler Park adjacent to the launch area. We are expert event producers having produced this effort for over the past 12 years producing roughly 350 on-water events. We carry a $2mil liability insurance policy and require all operators to be 18 years or older, with a valid drivers license and boating card when applicable. Our foot print is small; we utilize a 10’x20’ pop up tent to conduct guest/rider registration and waiver signing by the beach and utilize the beach to depart and return with five new Sea-Doo watercraft. The experience is free to the participants and includes a ten minute instructional briefing on-land, a ten minute instructional briefing on the watercraft and a 10-15 minute pre-determined ride around marker buoys past the slow speed zone. We average roughly 40-50 people per day with 8-10 people on-site at any given time between 10–5. We promote the event via our social networks and promote via direct mail to watercraft owners and customers of the dealer. Attached is a more detailed overview of our effort, should you have any questions, please do not hesitate to contact me. Thank you for your timely attention to this request. BACKGROUND: The Florida Artificial Reef Program within the FWC Division of Marine Fisheries Management anticipates the availability of up to $500,000 in U.S. Fish and Wildlife Service Federal Aid in Sport Fish Restoration Program funds, and an estimated $300,000 in state saltwater fishing license revenues for artificial reef related activities. These funds will be made available through a grants-in-aid program for artificial reef construction on a cost reimbursement basis. This grant application describes the continuance of a multi-phased project. Phase 1 of the project was conceptually awarded to the County by the FWC through the 2013 FWC Supplemental Grant in the amount of $80,000 which the County matched with $80,000 for a total of $160,000. Staff proposes to construct four large artificial reefs utilizing materials donated to the artificial reef program from the USAF Air Force Research Laboratory (AFRL), City of Fort Walton Beach, and Mid-Bay Bridge Authority. The four reefs will be located in State waters at the centroids of Fish Havens 13, 14, 15 and 16. This
