BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 17, 2016
TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Meigs Drive Drainage Improvements - Engineering
DEPARTMENT: Public Works
BCC DISTRICT: 2
STATEMENT OF ISSUE: A portion of Meigs Drive, Shalimar Florida contains a crossdrain
that facilitates the flow of water to and from the freshwater wetlands on the north to Lake Vivian.
The crossdrain and approaches need to be designed to increase water flow, reduce frequent
flooding and replace deficient stormwater infrastructure.
BACKGROUND: According to the 1981 Port Dixie Subdivision Plat map, Meigs Drive was
platted to separate a wetlands area from Lake Clyde (now commonly called Lake Vivian) and
provide ingress/egress to residents of Port Dixie to the east. The plat indicates two 42” arched
corrugated metal pipes (CMP) would serve to preserve hydraulic connectivity between the
wetlands and the lake. At the time, CMP was an extremely popular and inexpensive material
available for stormwater conveyance. Since the flow of water through the crossdrain is also tidal
influenced and the water in Lake Vivian is brackish, corrosion of the CMP was accelerated and
marine organisms such as clams and oysters thrived inside the piping. The effect of these
influences was to reduce the efficiency of water flow between the two areas.
To compound the issue, Meigs Drive from addresses 29 to 36B were constructed at a very low
elevation. This section of road is frequently flooded in moderate rainfall events and even during
light rainfall events when the tide and wind are a factor. In fact, flooding is so frequent that
signage supporting road closure is staged near the project area for quick access.
In order to relieve the constant threat of flooding, road closure, and maintenance, Public Works
has determined that increasing the hydraulic capacity of the system and raising the elevation of
the road will be necessary. This Task Order will provide the engineering and permitting
necessary to accomplish this at a budgeted cost of $69,595.
OPTIONS: Approve/Disapprove the Hatch Mott MacDonald Task Order proposal (attached) for
Meigs Drive Drainage Improvement Plan engineering services. Hatch Mott MacDonald is a
Board approved Engineering Services provider to the Public Works Department under contract
C14-2080-PW through September 30, 2016.
RECOMMENDATIONS: Approve the Hatch Mott MacDonald Task Order proposal (attached)
for Meigs Drive Drainage Improvement Plan engineering services not to exceed $69,595 in
accordance with contract C14-2080-PW.
