Mayor Hudson called the meeting to order at 7.35 peme Invocation was offered by Mr. Pelham. Since this special meeting was called by request of the City Manager, Mayor Hudson asked that Mr, Balcer open the meeting by stating the purpose for which this meeting was called. Mr. Balcer replied that because of the urgency in re=zoning a portion of Seabreeze subdivision th C-l, Commercial, it was deemed necessary to hold a specail meeting to consider an ordinance providing for such re=zoning. Mr. Balcer then read ordinance No. 238 which covers this re-zoning: AN ORDINANCE AMENDING ORDINANCE NUMBER 100, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING P ‘ PLAN WITHIN THE CITY OF FORT WALTON BEACH, FLORIDA, CREATING SIX (6) DISTRICTS, REGULATING AND RESTRICT- ING THE LOCATION AND USE OF BUILDINGS, STRUCTURES, AND LAND FOR TRADE, INDUSTRY, RESIDENCE OR OTHER PURPOSES, THE HEIGHT ANDSIZE OF STRUCTURE, THE SIZE OF OPEN SPACES FOR LIGHT AND VENTILATION: ADOPTING A MAP OF SAID DISTRICTS: DEFINING TERMS USED: PROVIDING FOR THE ADJUSTMENT, ENFORCEMENT AND AMENDMENT THEREOF: PRESCRIBING PENALTIES FOR VIOLATION, AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. Meeting was called to order at 7.1 pem. by the Mayor. City Manager advised this special meeting had been called for the express purpose of discussing the financila condition of the City, particularly the General Fund and he requestedthat Council give him authority to borrow some money. Clerk had prepared a comparative statement of income and expense, copy of which was given each Councilman for reference and study. Mr. Cahalan commented advalorem taxes seemed low and asked if it were possible to collect some of this money, Mr. Balcer replied that we now have a letter out urging people to pay; if this method of collecti®n is not effective we will have a tax sale. Mr. Balcer stated we have falled woefully short of estimated revenue and have considerably over-spent on our estimated expenditures. He explained that we will need approximately $22,000.00 between now and July lst to meet payrolls and bills, and he requested permission to borrow this money in two $10,000.00 loans. His idea is to borrow the first $10,000.00 and that portion of the second as we may need. Since the local banks cannot lend us any more money, we will have to go outside the City or depend on personal loans. He feels we may borrow $10,000.00 from the Valparaiso Bank and possible $10,000.00 from the trustees of the Old Community Church, or some similar interest. If the money from the Church’ trustees is available, Mr. Roberts feels we should pay them same rate of interest as that charged by the Bank; which Mr. Rodgers stated would be 64%. Mr. Cahalan stated he had been informed there is $11,000.00 in fluid cabh in the banks as a result of the operation of the Municipal Hospital, Mr. Cahalan's thought is that since the Hospital has set us back $148,000.00 to date, they might be willing to let us have the use of this $11,000.00 until the 30th of June. Mayor Hudson suggested that we borrow the $20,000.00 in two loans, and see if we can get the $11,000.00 from the hospital. Accordingly, Mr. Cahalan made a motion that the City Manager be given the authority to borrow $20,000.00 in that manner which is to be greatest benefit to the City. Seconded by Mr. Pelham, Vote aye, unanimous. - Meeting was adjourned at 8.00,pem. ATTEST: ty Caerk ; ox" 244 . ad MINUTES OF SPECIAL MEETING OF CITY COUNCIL HELD ON MAY 29, 1957.
