EVALUATION AND APPRAISAL REPORT ( EAR) PRESENTATION
Missy McKim, CDS Director, introduced Senior Planner Samantha Abell and gave a brief history of the
Evaluation and Appraisal Report (EAR) process as it relates to the Comprehensive Plan.
Ms. Abell began by advising that the City has begun a marketing campaign during November and
December in order to get maximum citizen input on the EAR. She stated the purpose of tonight's
meeting is to discuss the eight state -mandated elements of the Comprehensive Plan, including growth to
include coastal management and conservation, infrastructure, economic development, and
transportation /parking; housing, to include workforce housing and - preservation and traditional
neighborhood developments; and traffic to include management of local roadways and transportation
concurrency management.
Discussion ensued regarding the definition of workforce housing and the need to ensure that regulations
encourage the development of workforce housing.
Ms. Abell continued by discussing the timeline for the EAR, with the final report being sent to DCA on
May 1, 2008. Between now and May, Ms. Abell advised that the City will meet with all 11 neighborhoods
at least five times for input from the public; and a special EAR workshop will be held with Council to
review the working draft and public comments and to make recommendations before it is sent to DCA in
May.
In regard to the major issue of traffic, Council expressed concern regarding the recommendation for a
city -wide traffic study with outside organizations telling the City how their roads need to be. Ms. McKim
explained
p it is difficult for the City
tY to take control of their transportation
P issues since man Y of the roads
running through the City are either state or county roads, and expressed the need for the City to take
ownership of their roads.

248 Council Workshop
EVALUATION AND APPRAISAL REPORT (EAR) PRESENTATION (CONT)
She stated the City could work in coordination with a traffic engineering firm that would do the analysis
and provide the expertise or level of service standard to give the plan the backbone, but then the
neighborhoods would become involved to define what kind of roadway system is desired. She stated
the process could be referred to as a plan or analysis rather than a study.
Further discussion included the need to identify the wastewater treatment plant as a major issue under
one of the elements of the EAR, and that a matrix be created that identifies which roads /street actually
belong to the City and are maintained by the City as opposed to state and county
