Regarding the selling of bonds subject to validation, Fiscal Agents made a pro- posal to Council as follows: I I. 97}2 at 4% through 1972; 4Y~ from 1973 through 1990 2. will pay cost of delivery and printing 3. waive fiscal agents' fees Councilman Carnathan recommended that this proposal be recorded in the minutes. Mr. Mohr told Council that he feels the City' s system is continuing to grow and is operating well and efficiently. He further stated that the system shows a margin of improvement over the last time he and Mr. BrashIer handled water revenue 104 certificates. A resolution formalizing this proposal will be prepared for Council consideration. Councilman Bass advised Council that the fiscal agents can give the same price as the Federal Government for the water certificates. Councilman Long moved that this matter be discussed at the Finance Committee meeting Friday morning, March 30. Seconded by Councilman Carnathan. Vote aye, unanimous. Review of the mechanical systems for heating and cooling for the Civic Center: Hr. John T. Smith, Air Conditioning, Inc., questioned the single unit heating and cooling system designed for the Civic Center on the basis of cost, main- tenanc~, and operation. He advocated consideration of a multiple unit system ou...; of lowe~ Qperating costs and better maintenance schedule. the~~~~ Architect Ricks feels cOIlfident the system designed by the mechanical engineers is entirely feasible, that the low initial cost is relative to operating cost and that the design fits the project. Complete change in system design would increase initial costs, increase equipment space and increase costs other than mechanical. The Architects and Engineers are satisfied with the system as designed but are agreeable to adjustments or modifications as may be requested and will certainly present for Council consideration justification for the system as designed. Councilman Bass asked, " Is this system designed where competition can get it, or is it designed around one company?" Mr. Ricks replied, " There is one manufacturer that makes an absorption unit. It was our decision to go to gas absorption. More manufacturers build lOa- ton units that any other kind. If we go to smaller units, we cut out some of the competition. Servicing is a problem; we would have no problem in servicing this absorption unit that we intend to install." Councilman Bass asked } lr. Smith to specify the exact unit he suggests in competition to the lOa- ton unit. Mr. Smith replied" that he had an Absorber in mind, four units. Councilman Bass recommends that low contractor and Mr. Ricks make an estimate of the cost of single unit system compared to multiple-\ tnit system and give an answer by Friday, March 30. Mr. Ricks said, " Our control setup will be affected, in order to get four units. From the figures we had after bidding, $ 600 a ton~~~ the system doesn' t seem to us to be ~ c.~~~ C~' S~~~ Nr. Carnathan feels that vle have of~ groups of~people who disagree with each two other. He suggested getting a group of enginears who have had no connection with either proposed system and give Council a recommendation. Mr. Bass suggested getting comparative figures on the cost of each system first and then get oJ!inions as to ,,,hich is best. 105 Council recommends that a copy of the minutes of Saturday' s Committee meeting of March 24 be sent to Mr. Al Levey and ask him to meet with Finance Committee on March 30, at 11: 00 A.
