101
Okaloosa County School Board Resolution: IT IS HEREBY RESOLVED that, as of this
date, the Okaloosa County School Board,
by its action, does hereby refuse to
consent to any payment from Okaloosa
County School Funds for street paving,
1
curbing or drainage, adjoining the
Annette P. Edwins Elementary Sohool,
Fort Walton Beach, Florida, and,
BE IT FURTHER RESOLVED that, any assess-
ment will not be honored by this Board.
Recommendation from City Attorney, re street assessment, as pertaining to Annette
P. Edwins Elementary School, was presented:
Although a street assessment against County school property is valid, the same
may not be enforced by foreclosure, and the County Board of Public Instruction
cannot be compelled to use public school funds to pay for the special improvements
unless the improvements were made with the Board' s consent and approval.
Since the levy of the assessment is valid, it is my recommendation that these
assessments be left on the books with the hope and expectation that in the future
the School Board will recognize the benefits received by this improvement, and with
the authority that has been given them by Florida Statute 235. 34, that they will
assume and discharge this obligation."

civic improvement. In addition to the asthetic value of the project it will eliminate
the breeding grounds for the mosquitoes and the possibilities of snakes. Addition-

Letter from Wood Hughes, Jr.:
I have written to the City Hanager and Police Department, asking them to look
further into my background and see if they could reconsider my application for
a beer permit for F. W. B. I hope they will have a favorable report, so that you
may grant approval on n~ request, which I filed two months ago.
I do not think that one misdemeanor in forty- two years, labels a person a
criminal and renders him unfit to carry on an honest business.
I hope that you see fit to give me a chance. As you know, if my standard of
operations are not what they should be, you can revoke the permit. Thank you
for any consideration."
