BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 6, 2016 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Request approval of revisions to the Purchasing Manual for FTA procurement requirements DEPARTMENT: Purchasing BCC DISTRICT: ALL STATEMENT OF ISSUE: Request approval of revisions to the Purchasing Manual for Federal Transit Administration (FTA) procurement requirements based on the triennial review. BACKGROUND & ANALYSIS: Purchasing requests to revise the current Purchasing Manual to include procurement requirements for FTA based on the triennial review. Departments which utilize grant funding must follow procurement policies which are required by the granting agency. These specific procurement procedures are required to be addressed in our Purchasing Manual. The FTA grant related procurement procedures that will be added to the manual are summarized as:  Page 12, Revised sole source language - FTA Procurements involving Sole-Source Items - Non Competitive Procurement;  Page 88, Note added: Although the FTA form above references $3,000 for a micro purchase, the BCC maintains that micro-purchases are purchases or contracts that do not exceed $2,500.;  Appendix D - Required FTA Procurement Provisions. The complete revisions are attached to the agenda item for review. These revisions will facilitate our policy compliance with FTA procurement requirements. Staff requests Board approval of the revision of the current Purchasing Manual to add the required FTA procurement provisions. OPTIONS: Approve/Deny the revisions to the Purchasing Manual to add the necessary revisions for compliance with FTA procurement requirements. RECOMMENDATION: Staff recommends approval of the revisions to the Purchasing Manual to add the necessary revisions for compliance with FTA procurement requirements.
