Consent Agenda Subject : 7.12 Budget Amendment #1 - Fiscal Year 2025-2026, presented by Julie Perry, Chief Financial Officer, and recommended by the Superintendent for approval. Meeting : Oct 27, 2025 - Workshop Meeting Type : Action (Consent) Fiscal Impact : Yes Dollar Amount : $1,575,082.82 Budgeted : Yes Budget Source : Various - See Attached Budget Amendment Recommended Action : Motion to approve Budget Amendment #1 - Fiscal Year 2025- 2026. Public Content On September 8, 2025, the School Board adopted the budget for fiscal year 2025-2026. As the fiscal year progresses, we ask the School Board to amend the budget to more accurately reflect estimated revenues and appropriations. The amendments are results of various factors including: increases or decreases in estimated revenues to more accurately reflect revenues, and increases or decreases in appropriations to more accurately reflect estimated expenditures and/or better utilize funds for schools, departments, and projects. These amendments facilitate district operations to occur in a positive manner. These amendments properly reflect the estimated revenue and appropriations. The amendments show the estimated revenue and appropriations for each fund and provide a description of the amendments. Required by S.B.E. rule 6A-1.006. New Revenue Appropriated/(Adjusted) During the Month of September 2025: Fund Name Fund No. Amount General Fund 1010 $2,136,115.25 Debt Service Funds 2xxx 349.12 Capital Project Funds 3xxx 1,660,973.98 Other Special Revenue Funds - Federal 42xx (2,373,805.21) Other Special Revenue Funds - Miscellaneous (Internal Funds) 49xx 0.00 Other Special Revenue Funds - School Food Service 5020 23,564.35 Internal Service Funds (Self-Insured Medical) 7xxx 127,885.33 Total - All Funds $1,575,082.82 This Budget Amendment contains large decreases in Federal revenue. This happens every year due to the way the District is required to budget entitlements such as Title I and IDEA. We must budget carryover funds as new revenue in new projects beginning with 64. We also must budget the carryover funds in the old projects beginning with 54 until we receive permission from Florida DOE to close them. This causes a temporary double budget of the carryover funds. Once Florida DOE sends documentation to close out the old projects (54), the old projects (54) are reduced to $0.00 as shown in Revenue 3231 - IDEA. Title I will show a similar decrease when notification is received from Florida DOE. Then all funds, carryover and new revenue, are expended from projects beginning with 64. Revenue 3242 - Title IV, Revenue 3274 - Title III, and Revenue 3277 - Title II are being handled differently this year by Florida DOE. Due to the previous uncertainty of these Federal budgets, Florida DOE received extensions to continue to expend carryover funds in fiscal year 2025-2026 using the old projects (54). Rather than reducing the old projects (54) as we normally do, we must reduce the new projects (64) by the amount of the carryover revenue. Two projects will be used for each of these revenue sources in fiscal year 2025- 2026: Projects beginning with 54 to utilize carryover and projects beginning with 64 to utilize new revenue only.
