Subject: Engineers Recommendation of Award
Camp Rudder Pump Station Project
Okaloosa County Bid No. RFB WS 29-15
Dear Mr. Littrell,
Equipment only bids were received and opened for the Camp Rudder Pump Station project at
2:15 p.m. on May 20, 2015. The Board of County Commissioners received three (3) bids for the
project. The project was bid with a Total Base Bid and two (2) optional bid items. The
Base Bid was for a complete fiberglass wetwell, two submersible wastewater pumps, guiderails,
ductile iron discharge piping, control panel and backup level monitoring devices.
The optional bid items were as follows:
Alternate Bid Item No. 1 — Upgrade to 316 stainless steel discharge piping
Alternate Bid Item No. 2 — Add 5-year extended warranty to soft starts
Okaloosa County Water & Sewer is under contract with the Federal Government to transmit
wastewater from Auxiliary Field No. 6 (Camp Rudder) to the County’s Arbennie Pritchett Water
Reclamation Facility (APWRF). The remote location, extremely long forcemain (approximately
18 miles) and the high head/low flow pumping condition makes this a very unique and difficult
pumping scenario with a very limited selection of pumps capable of suitable performance. As a
result, no bids were received based around pumps on the Okaloosa County Water and Sewer
pre-approved pump list. According to the project specifications (Section 11145, 2.1-E.2.a), the
Okaloosa County Water & Sewer Engineering Department is tasked with making the final
determination of whether the submitted pump is to be considered an approved equal. To assist
in that determination, Polyengineering offers the following analysis of the submitted pumps.
Pumps submitted by the three vendors are as follows:
Pump & Process Equipment, Inc. proposed a Fairbanks-Morse Pump
Gilbert Pump & Mechanical, Inc. proposed a Grundfos Pump
Jim House & Associates, Inc. proposed a Flygt Pump

Due to the complexities of the pumping condition, the remoteness of the pump station and the
fact that all three pumps would be operating to the far left limits of their pump curves, it is
important to analyze the pumping characteristics of each pump throughout a range of
conditions. The following table displays the shutoff head info for each pump. If the pressure in
the line at the pump station reaches shutoff head, the pumps will cease to pump at all. As the
data shows, the Fairbanks-Morse pump has the least amount of safety factor in this area and
the Flygt has the most room to handle intermittent increases in pipeline head. Such
intermittent increases could be caused by a buildup of air from malfunctioning air release
valves (31 total in forcemain) or foreign objects in the line.
Proposed Fairbanks | Proposed Grundfos | Proposed Flygt
Shutoff Head (ft) 187 198 206
Normal Operating Head (ft) 168 175 180
Normal Operating Flow (gpm) 321 332 343
Allowable Head Increase in
Line Before Flow = 0 GPM (ft) 19 23 26
Due to the long forcemain, large number of air release valves and the remote location of the
pump station, it is prudent, reasonable, most advantageous and in the best interest of the
County to select the pump with the largest range between operating head and shutoff head
(Flygt) to allow County Staff more time to identify problems in the line and remedy them before
any sewage backup occurs at Camp Rudder.
Based on the analysis set forth above, Polyengineering, Inc. finds that Jim House and Associates
is the lowest, most responsive bidder and recommends that the Board of County
Commissioners award this project to Jim House and Associates, Inc. for the Base Bid and both
Additive Alternates (1 & 2) for a combined lump sum total of $148,980.00.

Sincerely,
